This might only apply to the new characters created with the four new bloodlines, but then again it might not if other people with characters that still don't have a portrait from before the Blood patch, I'm putting this out there to find out.
If you have been waiting for a few weeks for your portrait to come up, please post whether the bloodline information in the XML data available from My Character comes up normally, or whether it reads unknown. Also, please post this if you have a new bloodline character that has had a portrait generated.
For example:

<characters>
<character timeInCache="933484" timeLeftInCache="2666516" name="Miara Saionji" characterID="numbertakenoutbyme">
<race>Caldari</race>
<bloodLine>Unknown</bloodLine>
<gender>Female</gender>
etc.
This might be a false positive and completely useless, if those people with portraits already generated have their bloodline marked as unknown too, but if not, it might provide some clue as to why our portraits still aren't being generated after a month or so.

I'm Achura and, obviously, I do have a portrait up. I haven't noticed any particular problems until now. Of course I never looked at the XML data either. It did take a while for my portrait to come up, but no more than seemed normal for other bloodlines.

I've always thought of it being connected to being in a corp or something. I see that my initial guess was wrong.
