We live in a C4 with a C2 static so we have the benefit of a moderate income from the 4 and the pew in the 2 chain.
I'm not the usual C4 resident I guess but I think it's easy to see why people don't post in WH threads and why corps don't have C5-C6 aspirations at all it just takes an impartial peek at the thread menu.
Nearly everyone who asks a question is trolled to bits if they do it by offering an opinion. It's just the way the WH thread is, probably nothing that can be done about it but it's intimidating to the lower C grade (C grade <<< Perhaps if people stopped calling them lower classes it might help?)
I also think the blue ring culture is pushing people ways they don't want to go. They chose wormholes for isolation, patience of the kill and to do their own thing. To "progress" and have any kind of hope for a Higher grade WH life means joining a megacorp, alliance or some serious butt kissing/pet culture. They also know from these forums that the C5/C6 police will expect them to whelp pretty much as soon as their pos shield has charged up or face eviction.
This is not a post leveled at ANYONE but before you troll mine to death take a step back, look at that thread menu and see how intimidating it is for a 10-15 man corp to comprehend let alone consider higher grade WH's and/or commenting here at all without getting hundreds of bags of dicks thrown at them.

The way I see it there are Thousands of such "Pussies" in C1's thru C4's who don't have a comment or wouldn't risk it because of pillocks with comments just like that. Bane, quite rightly, is trying to find out what motivates them, makes them vocal and of course ultimately vote which I commend.
The fact you look like you got owned lately in a C3 "*****" hole should probably not be mentioned here.

Bane I think if you track back to my response to your OP, the "likes" it gets from smaller WH corp members and the "Man The **** Up Dude" threats that come in after from the likes of Kalel from SkyFighters you'll see why lower grade WH'ers don't want to post, don't want to contribute and ultimately you will lose thousands of potential votes.
You literally can't post anything on here that is slightly derogatory of the large corp forum warrior regulars without it getting called a troll, shouted down or replied to with a thinly-veiled threat.

This is the only area of contention I really have. I don't have a problem with C4's getting another static but let's face it, it's the C5 corps that want it and veil it behind the term "greater interaction"
However if you dare to suggest C5 and C6's get a dual static (thus massively increasing the interaction) you get nayed, ignored, told to shut up etc. .........
I know it increases the security risks in the C5 (Lets face it one guy in a cov ops can really open a can of worms by gridding both) but isn't that the whole point?
The greater interaction is not going to come with increasing statics in C4's. If the corp inside sees a new sig they may still pos up or log off and they'll keep their statics ungridded for as long as they need to now.
I would suggest concentrating on things that got broken and making a case for them to be re-established rather than going straight at C4's. Instasigs are what has really dented WH pew in a huge way and that's where you need to start in my never humble opinion.
For the record I am a minority C4 resident with C2 static resident who actually likes pvp

There are HUGE and I really mean HUGE corporations in C2's right now making enough isk somehow to fund upwards of 5-15 towers in one system, be it through PI, reactions, drugs and/or C2/C3/C4 static farming. I would even venture to say that the really big C2 residents are far more common than the large C5/C6 corps.
Feel free to edit your own post off the forum at any point as it is complete cr@p.
