been said time and time again, been many posts about it, the mighty warp core stabiliser!
what is the problem you ask:
Ability of a pvp ship to fit it with no penaltys at all
Giving rise to such ships as the dual or trip wcs common vagabond
Snipers with dual wcs becase they do not have anything else to put there!
Why i dont like it:
a module that uses no cap, has no penaltys, is very easy to fit and it negates a module that uses cap, has a limited range, uses more cpu.
what i would like to see done about the wcs:
they need to be made less attrictive to pvp ships.
make them use 90CPU each, basicly the haulers have insane amount of cpu and this wount effect them, but it will totally gimp pvp ships.
wcs decreases damage output! something along the lines of 20%. haulers and traviling setups are not effected but pvp ships are!
wcs decreases sensor strength, lock range and scan res by half. making it easer to jam you, killing your range a lot and making it take longer to lock your target
more than any of these things, id like to know what you guys think, more so those that like the current system and why? also what the devs think, are they in favour of the current system? or think it needs a look into?

I still think the best way to nerf WCS into balance is making them hi slot modules.

I believe every time somebody posts a WCS thread they should be permabanned. THE ARGUMENT IS OVER, post your crap in another WCS thread, dont add more garbage to the forum.

Sorry, but all WCS whiners should get some teammates in interdictors... (ok the only problem is empire wars, where bubbles dont work).
EDIT: I just checked today kills. Funny - all BS we killed (in multiple encounters) were using WCS. To be honest - use more WCS pilots! You are then easier to kill :) (less tank or firepower 4tl)

All the suggestions are rubbish.
Before you can even attempt to fix the problem, you need answer the following question:
Should indys and travel setups be given a free meal ticket and should players be able to effectively pvp with wcs?
Its essentially a philisophical question with regards to game mechanics and by no means a yes/no answer.
The only way to change wcs is when the propulsion strength thing is implemented and scramblers are changed from simple -1/-2.
But still, people will never be happy since having a bs warp away in structure when you think you have him is so frustrating.

If you can't bring enough warp scramblers to overcome their WCSs, that's your fault. I never used or ever will use WCS on PVP ships for this exact reason.
Although, a little nerf to targetting speed would make me happy =)

The penality is the fact that you waste a lowslot on it.
WCS are fine. Stop ******* whining, it's getting reeeeeal old to see 3+ WCS whines on the front page.

Ok, lets actually think about the consequences of nerfing WCS... what would happen if it was suddenly extremely difficult to fit any defenses against propulsion jamming? You'd have two results:
1) Exactly 1 warp scrambler becomes mandatory fitting. Since WCS are useless, it just takes one. You no longer need a dedicated tackler ship to keep your prey from escaping.
2) Avoiding combat becomes impossible. Since everyone's got their single warp scrambler fitted, if you ever get into a losing battle (whether you started it or it was forced on you by an ambush), you just get to die. PvE players no longer have the option to run from PvP combat, miners/haulers are effortless prey for pirates, etc.
Now the balance of power is completely shifted to favoring the attacker. Is this really what you want?
Honestly, if you can't keep your prey from warping out, you either need to start considering that a victory, or actually bother learning some tactics and getting a decent wingman to support you.

You can fit a geddon with perfect gank and still have slots for 3 wcs.

1. Add Penalties to offensive capability for using WCs (ROF increase something like that). 2. Make the alternatives to WCs better. Unnerf backup arrays, make tracking enhancers better etc. 3. Increase the fitting requirements for WCs.
Some combination of these 3 approaches will solve the problem. The problem which was incidentally caused in part by fixing the damage mod problem.
ECM, however, is FAR more overpowered than stabs.

I'm so tired of hearing that.
Try this: - Killed cap regen - Killed damage/accuracy - Killed tank - Killed <whatever a module that goes in your low slot could provide>
That is why I don't fit WCS unless I'm moving a ship a long ways and don't expect any opposition. I'm tired of this "no penalties" bull****.
Every mod that you put on has a penalty. That is, the penalty of not being able to put another mod on. Do I have to draw a picture? Fit a hardener: you can't boost your damage by the amount that one slot would provide. Fit an AB: You lose the cap regen that one slot could provide. Fit a WCS: you lose <something>. That <something> could be extra damage, extra tankage, or whatever.

As I see it, there are two problems here:
1) The ego of a lot of people. People don't consider their enemy fleeing in terror a victory. They forget that combat is about objectives and territory, not just counterstrike-ish scorkeeping. So they absolutely have to have that killmail, no matter how many game re-balances it takes.
2) People are lazy. It's a trivially easy task to fit enough warp scrambler strength that no ship can fit enough WCS to counter it. But people expect their token single warp jammer to stop anything and everything that dares attempt to deny their killmail. How many people complaining about WCS have actually bothered fitting a full row of jammers? How about dedicated tackling ships to support their DPS battleships? Interdictors anyone?

Seriously, if you can't beat a ship with 2 or 3 warp stabs, then your not trying hard enough.
This game favors playing with other people, use more then one scrambler.
Or, you could stop going for the easy kill (miners and haulers), and develop tactics instead of coming here to post about wcs because your target just got away.
Next you'll want them to remove any form of resistance boosting because your weapons don't deal enough damage. And even Eccm, because it makes using ecm harder. 
For every fighting module there needs to be a counter... if there were no wcs, then a webber would be an "I win" button. But I guess thats what you want.

Most common WCS usages
a) traveling b) PvPing solo Ginger magican style (ie popping shuttles/friggies) c) PVPing in group without a friking clue d) your NPCing in raven e) you are BE
Any Combat pilot than knows wha hes doing dont realy need WCS. And usualy experienced Combat pilot knows how to kill WCS fitted ship.... and laught at the killmail.
Also using WCS on vagabon is frekking waste, try it wih 3+ Nanofibers.
