My Radeon 9700 Non-Pro has served me well for quite a while. Hell when I got it, it cost 200 dollars--imagine that, a 9700 non-pro being 200 dollars off Newegg.
Today, I started EVE up, and the whole thing artifacted like crazy. It was like an explosion of polygons.
Then the mouse started artifacting. Everything did. I aimed an 18" fan at full power at the card and it did nothing. I figured it was dead.
So I pulled it out and figured I'd take it apart. I spent 30 minutes getting the tightest screws in the world off of the HSF, but as I did, I noticed a lot of white powder everywhere. I blew it off and wiped off the rest... and then when the HSF came off, I noticed one simple problem: no thermal paste on the chip, at all. Zip. Zilch. Zero. It had all been boiled off during years of overuse and overclocking.
I go grab my stick of Ceramique, cover it with paste, put the HSF back on, put the card back in, and it works perfectly.
Now I can keep this out of date card for another 5 years.

You know my brother had the exact same thing on his 6600GT, he did what you did and it fixed it as well :)

I have a 9500Pro and a 9800Pro, both of which have their HSF's dead on me :(

I had the same thing happen to my Ati 9600XT. Before I removed the original HSF, I went and purchased this monster.KWVC-3(Kingwin Super Heat Pipe Video Card Cooler) The price is about 24$ USD.
Video card works like a charm now, is noiseless and I don't have to worry about the crappy little fan burning out.

I had to buy a new gfx card simply because i can't get the f'ing fan off my 9700, no screws or clips or anything, it's as if it's spot welded on =\ ___

Its probably superglued. You have to pull very, very hard

Hey, at least your stock sink worked at that start, if I had been still part fo the air-cooling peons id have had to get a new sink right away for my X1900XTX - 93c at load anyone?
Anyway, most TIM dries out over time. Even AS5/Ceramique turns to powder after 5 years. So does TIM1 between the die and IHS on AMD CPUs. ----------------

My card used to go up over 100 at load, then I pulled a ball of dust the size of a cat out of the fan it it was back down to ~60. 
I seriously wish I'd taken a pic of that dustball though.

Yeah it seems dead for good. The TI200 is working fine, but its a lot slower... EVE seems to be more graphics-card dependant with its newer engine.
What do you suggest I get? I'm not looking to spend more than 250 USD, preferably, and I need an AGP card. Preferably one at least twice as fast as my old one, if not three times.

ive heard that sometimes putting the card into the freezer for awhile can help make the thermal epoxies used by OEMs brittle enough to just pop the HSF off. hard part is cleaning the chip, because an HSF can be done with a razer blade. and its allways good to optimaly clean before new compound(arctic Silver epoxy has good reviews).

That was the only screenie I managed to get before it died altogether.
There were other times when it literally had thousands upon thousands of flashing multicolored triangles across the screen 
P.S. I've looked around and the best deals I have found are:
X800XL for 183 including shipping
X800GTO for 160 including shipping
(both from Newegg)
What do you guys think of these?

Otherwise id go for the X800GTO. If you can manage to find a GTO2, you can soft-mod it for 16 pipelines (like an XT). Or maybe a 6600GT? ----------------

The 6600GT is too slow--it wouldn't be much of an upgrade from my massively overclocked 9700 (for a while I actually ran the core at 9800XT speeds... might be why the thermal paste vaporized...). The 6800GS AGP seems unavailable for less than 250, let alone 200 dollars.

This here moderator runs exactly the same card as the OP, Radeon 9700 Non-Pro. However, I have softmodded mine to a Pro and am using the Omega Drivers.
Still getting to be time to upgrade though.

Contrary to common intuition, too MUCH thermal paste between components can actually hurt performance, and perhaps your GPU, as well. Thermal paste is designed to fill in the small rough spots, surface imperfections, and gaps between the chip and the heatsink. It is NOT glue, and more is NOT better. You want as much of the surface of the HS to touch the chip as possible, the paste removes inefficient micro-air pockets, and transferrs heat, just not as well as the actual HS...
