Yes... This is an alt posting. I was too embarassed to admit w my main that I have no conception of who/what the Jove are.
Are they an alien entity? Humanoids? PLanetary devourers?
Maybe someone could post me a link to their history or faq, maybe you could just give me a brief summary below?

Ingame rp terms, joves are humans that are more advanced than the 4 empire races, i suggest you read the chronicles and short stories under the backstory section of this very website 
There has been suggestion over the years that eventually us plebs may get to be jove, i wouldnt bet on it being within the next year or 2

However, I'd doubt that you can mission or simply decide your way into a Jove char when the time comes.

Make it so that anyone who still has a piece of the Jove Ambassodor (Banya), can implant Jovian DNA into thier clones and over time, eventually the Jovian DNA asserts itself in extra stats or abilities and then eventually completely turns the player into a Jove. Make it one way, as soon as you insert the DNA sequence the process starts, and the only way to stop the change before it's completely finished (i.e. you are a Jove) you have to buy expensive "Reversion Clones" that have pieces of the Jove DNA removed, so that you can slowly turn back into a normal pod-pilot. Only the Reversion Clones only last like a month or something, you have to keep buying them and "clone jumping" into the new one after the clone expires, losing implants, to prevent the Jovian DNA from reasserting itself.
Players get those old items used, ISK sinks are created from people buying bits of Jove and ISK sinks are created in the Reversion Clones that cost quite the pretty penny.

At the la fanfest didnt Oveur state that Jove as a race wouldnt come out because "we dont want eve to be like swg when they brought out jedi, eve as a who can force choke who fist game wouldu suck" or soemthign to that effect

Letting players become jove is a bad idea tbh.
The jove would need to be nerfed if players can choose to be jove so everyone doesn't simply pick "the uber race" then they will have lost alot of mystery and simply won't fit in with how people see the joves. If they are as powerful as the chronicles etc suggest then all but a few hardcore players would become jove.
All in all I can see it being messy making such a race available to players in any real form and it would better keep their mystery if they remained a "dev only" race.

i've always figured it'd be best to have it so an experienced player can "become jove" by doing something spectacular in the game(if players had the option to start out as jove there would be no reason to play as any of the other races), the benefit would probably be increased stats and acess to new jove class ships (aka. Tech 3)

I personally can't see the joves as being a playable race. I like it how it is with the devs and that sort being the only one with access to jove characters, it really plays to the theme of them being a super powerful, but dying, race. It is really in flavor and fits the story perfectly.
I played SWG for 2 years, and that whole jedi thing was FUBAR, I do NOT want to see something like that happen to eve.
However, access to their technology, or earning access to their space would be cool. Run missions for them and such. -------------------------

I'm all in favor of characters having had an impact on the game being favored, if that means having an impact by adding to the immersion of the game, meaning roleplayers. The game don't need a jove fleet with the motto 'nice region, we'll take it', however many alliances they've laid waste to.

FFS please don't make jove usable in any way.
The only way Jove should be in as a playable race is if they suffer realdeath after about a year, have 30s for stats, and start with jovian frig, and jovian frig would be required to use ANY jove-mod, and the skillbook would not be obtainable in any way...

I wouldn't be suprised if many moons from now the Jove opened their space for limited trade (i.e. no advanced tech for you un-modified monkey bloke) with the other factions. Maybe even to bring a temporary peace to the galaxy after the Faction Warfare thing has run for a while.
Then after many story arcs and patches when Tech 5 is about to be released and we are all running round in Tier 5 Tech 4 BSs maybe.... just maybe the Jove can become playable without unbalancing the game. Perhaps they will find a cure from the Jovian disease by gene melding with other races and nobody but the Devs will ever be "true Jove".
Possibly we will discover that the Matari appear to have arrived in the galaxy by such different means because they are in fact a millenia old experiment created by the Jove in an attempt to stave off their own genetic degredation brought on by playing with their double heli too much. Or maybe they engineered the Caldari rebellion to mould them into a merchantile / warrior race that would make useful mercenaries for a time when the Dark Jove receal themselves.
or.. or.... dammit.... nose bleed.
