Personnally the prospect of opening Jove charactors to the populace is a bad idea , I like the mysterious Jove so why not keep them mysterious.
ie 'The 'Jove' can open up the border systems because they are shrinking in size and under a 'Banner' of 'trade' to hide the real reason they can shrink back, Where they shrink back to remains out of bounds on a kill on sight basis or u need a +10 corp standing with Jove to enter.
That way as only a few systems are opened it will offer a chance for a major storyline and only a steady increasing load on the nodes for that area/Area's.
Jove should always be a Enigma also when the borders are open u can either get a mix of all the diff factional NPC rats as they battle it out for the criminal control OR have a new type of factional NPC types, As Jove is old and ancient cant they have thier own type of enemy or even a factional split of Jove which is against the Jove choice of opening thier space to the lower or younger races.
Either way the storylines which can be gleaned from this could shake up the Eve 'verse as major alliances battle it out to control the Jove border Regions which should have new types of Asteroid and moon mineral, Then as the Jove Mods/ships start to avail' the need for the new minerals become apparent.

Joves should stay a mystery, ie: CCP stuff'n'events... but it'd be nice to see one now and then. Haven't even seen one aside from here on the forum.
The way they are portrayed is that they are so much more powerful than us mainstream races, that it'll lose a lot of its background story 'power' should they ever be released to players. _

I think it would be possible to open the Jove as a playable race, but with some stipulations: (keep in mind these are just suggested examples) -Due to the backstory of the race being populous limited, create jove-specific accounts that are more costly than regular accounts, and limit the number playable at one time (a la the "3000 trial accounts online at once" rule) -keep the number of jove ships extremely limited and only pilotable by jove pilots or those with EXTREMELY high skills from other races. -since the jove have the disease, give the characters a finite lifespan. they can still clone, but it becomes extremely difficult, if not impossible to train high level skills due to the time requirements of the training vs the lifespan of the clone. -tying in with the last one, make the clones more expensive. So with these types of things in place, you have followed the backstory, as well as put a balancing factor on the player base in that the technology is more advanced, but somewhat limited in scope, and the players cannot train to be uber-skilled. hmmmm i can see the attraction of playing a Jove charactor but tbh they are after all Alien and who apart from the most ardent role player successfully think Alien.
Jove should stay NPC u cant get a human playing and thinking like a Alien IMHO The storylines will be more creative and basically more fun with Jove as the mysterious Alien NPC which may or may not have some devious Alienesque scheme.

Jove aren't alien. They're humans with hordes of implants and cybernetic grafts riddling both their mind and thier bodies. And their way of thinking is about as alien as French are compared to Americans or Japanese to Zulu (just to take two random examples). LMAO i always thought they were Alien lol shows how much i pay attention , still think the Jovians should remain NPC though :P

Joves as a player race isn't going to fly in EVE 2006 and beyond. There is absolutely no reason for them to be player enabled. There should be an incursion expansion in which, far after our faction warfare is over, the player races will embark on a massive war with the Jovians over the EVE gate in attempts to get home. This should be far, far away and possibly set in motion the Chineese and TQ clusters fighting each other as if it was a fracture in space and time.
TBH... Jovians ftl.

Well, a closer explanaition is that they were more or less the people who were left with all the good stuff when EVE gate closed. Essentially, they had advanced tech, properly terraformed planets, etc and weren't reliant on the connection to earth. So when all the other "races" went back to a pre-industrialized state due to suddenly having their life lines severed with the modern world, the Jove remained aloof. They decided that the other races were fit to fend for themselves, and thus offered them no help. More recently they have taken small measures in establishing balance of powers by, for instance, aiding the Caldari enough that the Caldari weren't routed during the Gallente and Caldari wars and instead were given the option for a fighting retreat.
The Jovian Disease is a disease which prevents them from procreation. If I recall correctly it has to do with romving the sexual drive in them, but it might also have to do with the whole body's reproductive system shutting down. Essentially they are a dying breed until they can find a way of curing the disease - but speeking in their favour is that they can artificially extend their life time theoretically indeffinatly (as shown during the Jove-diplomat event, even mortal injury through severe physical missplacement can be averted). I like the crazy Jove idea where they try and find a cure for the Jove disease by nicking bits of the other race's DNA. It makes them less uber but means they don't die horribly. And here we have a way of playing them as PC characters without the hideous overpowering aspect. Maybe PC ones might be outcastes anyway who won't have access to the real game breaking toys? 
Putting them in for PCs as they are now would be a powergamer wet dream and nightmare for the rest of us
