Okay so the neat sec can drawings may be real... but nonetheless, still a littered pile of useless junk. To keep cans around because of 1 or 2 'neato' drawings in cans is pretty lame.
They are a complete eyesore at gates and belts... and unless changes are made it will only get worse. My mouse arrow nudges over and BAM! a list of useless ad can pop up.
What is this, the internet?

A 30 - 90 day expiration of some sort on a secure can seems totally reasonable to me. The term "expiration" though, could have any number of meanings.
1. The can becomes un-anchored.
2. Attacks on the can are ignored by Concord.
3. The password gets cleared.
4. Concord reclaims the can and deposits N% of the contents in your hangar at the nearest station. I'd make this some fractional amount since I can actually see people using Concord as a free hauler in this situation. The can itself might be lost or put in the hangar is well.
5. The can's password is set to some random string and a bookmark with the new password is dropped as an NPC loot item (as mentioned previously).
6. The can's owner is given a weekly "fine"/bill by Concord for littering. If the player ignores the bill, the can goes pop.
7. The can just goes pop.
I mean, can art is cool, and I don't have a huge problem with ad cans, but when I drop cans for mining, having to place my cans 5k away from cans that I know haven't been touched in months really sucks. If I haven't used a can within 30 days I'm probably never going to.

Makes a lot more sense, that's what GT4 and BF2 do for replays.

System sovereignty should allow more bonuses and options than just a bonus to tower fuel. One option would be to set the time limits on secure cans.

You sure? Because my C:\Program Files\CCP\EVE\cache\Pictures\Portraits directory has like 3000 png files that are portraits that render in a web browser.
Edit: Are they dynamically created?

Yes, when you click a face they are rendered locally and saved.
Good to clean that folder out once in a while. -=====-

All the waste in Space is realy annoying. Not only Cans but also all those rookieships on save spots.
I like the Idea that some kind of NPC Cleaning corp send you a bill to keep the can where it is. You get a bill evry month and if you dont pay the cans pop after a short time. Even better if this would be possible for players - lota mony in there.
I even would donate money to save all the can art.

On the subject of billboards I flew past one a couple of weeks ago which showed the "Wanted by Concord" pic. It showed a player with a 62,000,000 bounty on their head. I thought it was just made up, but when I checked the name of the player in People & Places it was actually a real player. Bounty was the same too. How do those get updated?

How about just putting a limit on how many anchored containers you can keep in space. Anchoring skill anyone? Lvl 1 = 10 cans. Lvl 2 = 20 cans maybe something like that. --- --- ---

I think that would still eventually lead to more of the same. This game is beautiful, and it's so flippin' annoying to see what gates and belts have become. They are basically the trash grounds of Eve. Not only a visual problem, but also a lag problem. I mean what is stopping anyone from placing a thousand cans at one gate? Other than prolly a ban... but whats the difference if a thousand people put one can or one person puts a thousand cans? It still leads to the same fugly annoying litter.
There are a dozen ways to fix the issue, I'd like to hear a dev response whether or not they plan to. I also agree that abandoned rookie ships and shuttles need to go.
