Dunno about Covert Ops or Assault Ships but Mining Barges have Perception primary, Willpower secondary. Which is just as well because it's gonna take me 30 days to train Level 5.

You might also want to consider the fact that you need Drones at level 5 in order to use all 5 drones. This may or may not be relevant in your case

Even at -0.07 he should be able to get some Caldari agents to give him work. One storyline mission and he'll probably be in the positives so he might not need Diplomacy. Connections always helps though.
