So much for Minmatar ships being the "bits taped together" ones. Concept art was much nicer :(

I wasn't too impressed with the concept art. TBH I didnt care for it. But this......this is wonderful.

The dev blog says "This level of graphic detail is going to be available to pretty much everyone on their current hardware not just people running crazy new graphics cards and quad core CPUs on Windows Vista." I read another dev statement a few weeks ago claiming that the new engine would only be usable by those running DX10 GPUs on Windows Vista (none of which exist yet). Which is true? Will I have to buy a new GFX card for my brand new gaming PC that runs Elder Scrolls IV: Oblivion fine, or will the new engine run on my machine?

Read the blog properly.
DX9 will get new shaders + new models + new textures + new mapping.
DX10 will get HDR + soft self shadowing + extra shader goodness on top.

Kinda both. This will run on your current machine. DX10 allows people who can use it a few extra graphics (but as most players go by, performance over Quality during fighting).
This is the quality expected on "Current" hardware. We haven't seen anything that will be of DX10 quality :-)
Your current rig will run it.
