Another thing is increasing centry gun range the higher low sec you enter like this:
0.1 sys: 150 km
0.2 sys: 180 km
0.3 sys: 200 km
0.4 sys: 230 km
This will also make pilots that hunt in higher systems use more low slots/med slots to cover the increasing range and therefor making them more vounerable to close attacks because they have to down priorety defence.
And pilots that want to be pirates get a bit harder life.
Because lets agree that people actually choose to become a pirate and today it's way to easy to get away with piracy

Both ideas a Stupid, this has to be the 99,999,999th cry about pirate posts i've ever seen.
I CCP nerf pirates then lets nerf bears, for example:
1.0 - 0.8 can't use anything but tier 1 haulers, can only use Basic miners. (excludes Miner 1) can't use mining barges.
0.7 - 0.6 Can use only tier 1 and 2 haulers, can only use basic and miner 1, can't use mining barges.
0.5 - 0.4 Can only use: Tier 1, 2 and 3 hualers, can use tech 2 miners. can't use mining barges
0.3 - 0.1 can use any mining equipment (excluding exhumers)
0.0 Can use exhumers.
Hows that for stupid? its pretty much the equivalent to what some of you have suggested for pirates like me.
Its unfair? oh Boo-*&^%ing-Hoo Stop crying coz you don't pay attention to whos in local.
In 0.0 you need to constantly check who is in local, and the same should be done for low sec, insure your ships (flying into low sec with an uninsured ship is just asking for it) GO IN A LARGE GROUP is you can. Don't mine / rat on low sec trade routes as pirates will be there coz of the nature of the traffic which travels through it.
