I don't think anything should be done to make things safer for anybody. It's a tough world out there. The problem isn't that things arn't safe enough, the problem is that things are TOO safe.
The way you can tell the game mechanics are broken is this:
We are all aware that there are times when a high-sec player will jump and encounter a bunch of low-sec griefers on the other side of the gate. If the griefers think they have the upper hand, they'll attack. If not, they won't.
If the system were balanced/fair/correct, there would also be cases where a low-sec char would jump and find a bunch of high-sec chars on the other side of the gate ready to blow THEM to bits. But this doesn't happen.
Why? Because "the law" in high-sec space PROTECTS THE LAWLESS!
High-sec characters should have kill rights on ALL low sec characters. Maybe not even all high-sec characters - maybe you need to get your security rating particularly high and then you can apply for a "commission" of sorts to pirate hunt.
For example, I and a few friends are nice guys, and we develop a high security ranking, or perhaps high Caldari faction standing. We then apply to the Caldari state for a commission. This commission essentially gives us kill rights on any low-sec character in Caldari space. Or maybe it even gives us kill rights on anyone with a really low Caldari faction standing in Caldari space.
Then it's possible for my and my corp to gate-camp caldari space and blow to bits low-sec griefers who dare jump into high-sec systems.
*THAT* is fair - everybody can be gate camped, not just the good guys.
And I'll submit that anyone opposing this is just whining. ;)

May be that you need a 8.0 security for be able to free fire at -2.0 sec and lowers. Also, if you make just one pirate act, you immediately lose your good security, and go back to 0.0
That will be a fair system and a realistic system.

This is exactly how it should work! I would also like to contend that this should go with a player 'distress' beacon to let commissioned players (and corp's with sovereignty in 0.0) act like Concord can and jump on top of players hit by pirates / enemies (obviously it should be an optional distress since in 0.0 they might just jump in and gank everyone for disturbing the peace).

Also, I quite like the idea of a warp trail follower as described by the OP, as it would be one step towards a viable bounty hunter profession. Used along with scan probes, it would pretty much prevent hit, warp to an SS and log tactics.
