I have two lvl 1 agents...one shows Quality 15 and the other shows Quality -4. Does this effect the type of missions they give me?

The quality dosent affect the types of mission they give that is affected by the agent type i.e security or manafacturing. Quality affects the rewards u recieve and lp gain as far as im aware.

yep and you can increase an agents quality by training Negotiation.
higher quality agents are just better More Loyalty points. More ISK per mission. Better items per mission. Faster standing gain.
and the missions are the same and the same difficulty.
the missions get (a lot) harder when you go up a level.

Tells me its the agent payout thats increased by 5% per level, not the actual quality
for an agents effective quality to rise I've done more missions, which leads me to beieve its standing based as well - probably personal agent to you standing, but i could be wrong

Quality is more or less a non-factor until you get to level 3+.
Quality will increase on average your average return per time spent doing missions. This increase is fairly trivial and is not much of a factor because there is already a huge random range for returns. Level is by far and away the most important factor. The Security Level of the system your agent is in is the next major factor. A 0.5 agent will be much more rewarding then an agent in 1.0 space.
Quality is the least important factor. If the above two are equal, go with an agent with higher quality.
Quality does not realy affect what missions your given, but does appear to affect how far you travel for those missions. Note that this can be greatly affected by the local system layout so its realy hard to measure.
All in all, I ignore quality and go for higher level agents in well placed lower security systems.

The description is not quite correct. It does increase the Effective Quality of each agent by 5 per level of Negotiation, a side effect of that being increased pay.
