I thought of this as we have a cloaky in our system, and knowing how CCP pride themselves on how Eve has no real game rules, and 'Hot-droppers' will suffer if any other method was implemented, so a timer on some sort of modual/sov-modual with a set timer of say, 3hrs?, (allows hot-drops, makes it interesting), and after the timer is triggered, the offender cant log off let alone do anything else, so SOV owners/renters can blow up offender and pod for good measure. Take this a step further and put a modual on gates so once a camper has been 'busted' the gate wont allow them in or at least penalize the known camper by killing the cloaking device!. Currently there seems to be no cure for the cloaky campers, and pilots go play other games while being camped, CCP this does mean your subscribers may find a different game to enjoy and discontinue with Eveonline. I'll give you a solid 7/10 on the comedy front. On the cloaking front, I suggest giving every ship cloaking-ability. Actual cloaks then could give the ship the additional ability to warp cloaked: Protoype cloaks half your warp-speed, improved cloaks only reduce warp-speed by 10%. Oh and cov-ops cloaks allow your ship to lock and shoot while cloaked, of course. There is no other way.
