As someone already stated earlier, let me reiterate.
ASCN will not go out of their way to shoot someone in KDF, because its not on the route to empire. HOWEVER, ZXIC and EC-P8R are, and we will shoot people that are negative to us. very simple really

ASCN claims to have respect and honor. They have none. They go out of their way to gank deep in the north. ASCN is on the same level as BoB now.
You have made jump clones into a cheap tactic of gate gank and run. You have no honor.

few months back we were in a "lower than BoB" tier and now we reach the "ASCN is on the same level as BoB now." tier.
we made some progress!

ISS exist for the exact reason that CYVOK (and others) stated earlier. The powerhouse alliances like the idea of a neutral(ish) entity that does what ISS is trying to do.
Unfortunately, we keep coming back to these statements about the happenings in "ISS Controlled Space." ISS doesn't control any space. They hold system sovereignty. They construct and deploy outposts. They have shareholders who'd rather not watch an alliance march in and take over their investment. They have alliances that allow their operation. ISS doesn't control the space, their neighbors do, even if they do not claim it.
