I cant name one region to be honest.
I think the ghettolands are:
Aridia, Placid, Pure Blind, Providence (because you never know whos gonna run up to you and go "gimme yer wallet or ill do you one")
Stain (cos its full of chavs)
Delve (cos anywhere i go i bring the house prices down)
oh yes and any mini/ammatar space because noone ever goes there unless they need to)

Syndicate, its been infested with pirates since launch, there is no good ore...the npcs are **** and lots of people die.

I'll have to go with Placid as well. Don't get me wrong, I live there and all.
But you have extortion rings, pirates chasing pirates, pirates chasing industrials, pirates chasing anti-pirates, anti-pirates chasing industrials  , etc...
Whenever I go to Domain space to do some mission running I feel like I am visiting a rich uncle in a posh neighborhood.

Syndicate or Pure Blind. Provedence isnt so bad, its not just about the NPC's and Ore Pure Blind and Syndicate i believe are bad for those things aswell, but blobs from my experience are just all the time.

acually i've lived in placid a long time and i never get shot, it ahs good ore and decent rats... its also a warzone most of the time. got pirates and anti pirates killing each other in NE placid. there GAIA and Frege fighting in NW placid, pretty much the same thing.
i guess its could be considered the ghetto to outsiders who will most likely die , but for me its perfectly safe. now Pureblind.. it has Frege which means its the worst region in the game. frege is like a -100 points to any region ,
Sydicate ususally has lots of pirates sweeping through it, i think i'll say Cloud ring is pretty crappy as well. Cloud ring has plenty of pirates and nothing really good in it.
Jita goes in second because... kamikaze battleships FTW and the 600 average local requires 5 servers for that single system.
