It depends on how good your skills are...you'ed be surprised how many senior folk can't do a lot of simply things on their pc and they need people to help them.

Well apparently they have. Because I know someone who did this and earned thousands of dollars.
He does the work far faster and cheaper than anyone else in the neighborhood: the cheapest other local service is 100 dollars an hour. And its not the seniors that he gets the business from either. Its everyday, normal people who aren't computer geeks.
If you're good enough that you can trust yourself to work on someone else's computer, and you're professional enough that you can trust yourself to run a small business, you can do it.

Be a slave to some commerical enterprise.
The computer fixing thing isn't your thing, how about gardening? Much simpler, infact all you need is a book and a mower and you're pretty much sorted for gardening. All these people out there think you need shovels and stuff but for really simple gardening, replanting, mowing lawns and what not requires very little in "equipement".
Plus its really nice to get out in the air and do some work and if its real sunny you get a nice tan.

Do it old school, mow lawns
This summer mow lawns and try and get as much of the business in your neighborhood by using flyers and such in all the mailboxes. Then next summer make sure to keep their business and try to gain more. Also after a year or 2 you can actually have other kids work for you.
My friend did this and by his 15th birthday he had 150 houses being mowed once every 2 weeks. He charged a flat $25 a yard, kept 15 and gave the kids who worked for him 10 a yard. They did it b/c he had the monopoly on the business. As you can see 150*15=2250 every 2 weeks or over 5 grand a month for what is now nearly year round. He is now a sophomore in college and this business is paying his way thru college and then some and at this point the only work he does is keep the spreadsheet and now even has people to make the calls for him.

Man I used to mow lawns for $5 a yard when I was a kid. Maybe I was too affordable.
Depending on where you live, you might be able to recycle cans for some cash too. I used to give trash cans with bags to people I knew to have them save their cans for me. I'd go around every month or so and collect them all and take them to the recycling center. It was $.025 a container back then.

Anyway, starting a business is a lot of work of you're going to do it legitimately, although at 13 it should be easy to do everything in cash and not bother setting up a real business. Also keep in mind that US federal law prohibits putting anything but US mail in US mailboxes, and I suspect other countries have similar laws...doesn't mean you can't get away with it though.

Say you go on a chore strike , unless they pay you for it..
And since they are paying you for it, they will want to keep you busy more = more cash.
Worked for my folks..
The more they pay, the more work you get to extort them for heh, they do have a soft spot for you, ya know!
Example: i started with mowing and managing the kennel (over 40 cats & 12 dogs) training and stuff, later dad wanted me to paint the house, so i did it whenever needed(and charged for it).
In the end (a couple of years), they didnt want me to do chores, since they couldnt afford it, and i was doing them all 
By the age of 15 i had gained skills in : mowing, pet-genetics, obedience-training & care, painting houses, furniture, tuning the family car, pruning (sp?) hedges and planned the garden layout (nice japanese style), have good skills with computers and often get calls from neighbours to do any of these things for a fee.
Frankly ive had 1000% more use out of those skills than what i learned in school heh.(Stay in school though!!!)

great thing about being 13, all your income is untaxable. AFAIK at 13 i dont think you have to file any income like lawn mowing and lemonade stands(not that one would make enough mowing lawns to perk interest from the IRS).

Seriously though, I used to cut my neighbor's lawn. Steal your old man's lawnmower and use that, otherwise just use the lawnmower that belongs to the people you cut for. I was lucky too, my neighbor was the news anchor for one of the Milwaukee news channels, and she was smokin' hot. Used to lay around in her bikini so while I mowed the lawn I listened to my CD player and thought about her.

It'll be hard to make good money to start with whatever you do but keep at it and after a month or so you'll be getting a bit more work and a bit more money and it'll build from there.
Whenever I needed cash, I'd try something and give up because I wasn't getting nearly enough money. Then once I decided to stick at it and after about 3 weeks I was getting regular jobs from customer's friends and their friends, etc...

More practical answer than before:
Make a sort of resume that says you are available as contract labor to do all sorts of basic office tasks such as filing, photocopying/scanning, stuffing mailouts, and anything else they can think of for less than a normal office worker.
It's easy work, you can often arrange special or short hours that are convenient to you. You might even be a tax exemption for them, and you won't have to pay income taxes. Even at lower than normal rates you'll make excellent money because you have so few expenses and (hopefully) no dependents. Most of those kinds of tasks can easilly be handled from 3pm-5pm, and some weekends.
Additionally, you will have a very good work history when you are through with highschool, and a very clear idea of the sort of jobs you absolutely would not like to have or pursue in college. Also, there is limited risk of burns (kitchens), dismemberment (construction), driving record blemishes (courier/delivery), or damage to other people's property.
Here's how you write your letter:

i used to buy and resell on ebay, also sold things such as mobile phone ringtone cd's and the like.
i used to make more than my mom did a week, problem was though, i was spending the money almost as soon as i got it, not putting anything aside, which simply caused it to fall into nothing, well i did this until my parents found out when i was like 14, they werent happy so i didnt do it again which sucked ass, but its a good earner, just a trip to the post office takes 30 mins >< and a big bag.
Required some capital though, but tbh birthday/christmas money ftw.

I chopped corn and cut okra.
How much space do you have for a Garden?
I would grow squash, tomotos, and cucumbers.
Stay away from corn, you make to little money from it, and okra, well I hate the stuff now.
If you can get starup money, buy a cheap above ground pool from Sam's club ( $250 ) some catfish fry ($ 30 ) and some catfish food ($12 for 50 lbs at tractor supply ) be very careful to not overfeed them esp at first. at the end of the sfall have a fish fry and charge people for it! or just charge them to fish :)
Panfish such as bluegill (Bream if you live in the south eastern US ) also work good.
Chopping firewood also is good money, but get someone to teach you how to split wood safely!
Collect scrap metal, aluminum and copper are damn espensive atm. (pre 1964 US pennies are worth about 2.4 cents when smelted )
let's see, I gave shooting lessons when I was 14. not be practible where you live, but if it is, get a Marine to teach you ( most will do this outright for free just because or just charge ammo to a young kid. Then turna round and teach other people!
That's how I made my cash.

Try thinking.
Go around the neighbourhoods near your place, and see what a lot of people need done. See if they need it done regularly, if they are willing to pay other people to do it, if someone else is already doing it for them and if you can do it cheaper.
Oftentimes, the default is mowing lawns or clearing driveways of snow. Doesn't mean those are the only things.
You could clean gutters or powerwash concrete or clear brush. Depends on what kind of area you live in as to what you can do.
Look for alternatives, and if none exist, mow lawns like everyone else.
If you have to kill a competitors pets, make sure to do it right. If you do it half ass and poison it, what's the point, really? He won't understand.

You could make money by playing online games
i use to make money by playing runescape. i had a high character and could make 1 mil gold coins in 6 hours by converting rune essence into nature runes and then selling them off at 400gp each. once I made a mil I would then go onto Ebay and auction the mil. i use to get about ú35 for it. The top amount I made was ú75. but runescapes community has changed so badly now youÆll be lucky to get ú15. Also itÆs against game rules to do this and ebay suspended my account. but another game Everquest has a server that lets you do this all above board. You can auction all your items and gold for real money. you still need to get a high level charter to get the goods. When I left 1 plat was worth about ú35 but when I left the top level you could get was level 50. Now I think its level 75.

but honestly though if you have a way of eating food and paying for a house or rent then by all means IÆm open for comment. Even if you own a farm and only eat the food you grow you still have to pay for land. The only true finical freedoms is to create a self sustaining bio centre on a very large raft complete with salt water converter, sola pannels and wast recycling... SAY!!! ... Mmmm i wonder...

If you OWN the farm outright, you don't have to pay for the land because you OWN it.
You might have property taxes though...which is a good reason to secede from your country and make your farm its own independent nation!

1.Work for you're parents (maybe most legal/easiest way to earn money)
2.Selling copied DVD's (Less legal)
3.Beating up kids and steal theire money (not so smart)
4.Get a paperboy job (Easy money, but is a pain in the ass if it is really bad weather)
5.Download guide's where you have to pay for and "rewrite" them, and sell them (Easy money, but it can be bad with all that copyright blabla)
6.Go into the prostitution (Maybe the most stupid way to make money at you're age)
7. Ask you're parent for some money to go to the cinema but go to a friend or some(Lets hope they don't find out)
8. MacroMine! (untill you get banned though...)
9. Selling ingame money/items (Like nr.8 untill you get banned.
10. Don't work and relax.
11. Learn Photoshop and go make banners for some company for example. (easy money, but finding that company can be bad)
12. Make a site and rent space for banners(You have to find a way to host it though)
13. Make some kinda uber bot and sell it(But you have to know Autoit or another bot making language first)
14. Work black (dunno how to say it. Work illigal at some shop or some. You are not insured, so if something happens, you're own fault)
15. Fraud(once you're caught, you wont be smiling)
16. Scam some people(Eay money, but if you got alot unstatisfied costumers, it aint that nice anymore...)
17. From my mate Uktrap: cut the toenails of old people (his favourite)
18. Merchanting (buy low, sell high. i did this with "Golden power" Some red-bull ripoff. Bought at Ç0.25, Sold at Ç0.75-1.00. Not a great profit, but with alot..)
19. Go to the stock market (don't think you are allowed before you are 18 or some. And you need some money to start with)
20. Make a band or go solo and get famous (You Have to sing well or something. And you need luck)
Well, These are my 20 ways of making money.
Also, don't mind the Typo's and such, English aint my "first language"

nah the lemonade stand idea is pretty solid. but as a good salesman u got to think about a marketing strategy. imo this is the best:
