CCP only steps in if the rate of change of the price is too high (in either direction). I don't think they really care what the actual in game price is (Although I could be wrong about that).

Somewhere, 600 USD is enought to cover your monthly expenses + have some change for fun and living (for example food prices or monthly rents are much much lower than in western countries),, For us, paying 21 USD monthly for game is realy stupid investment. (Or paying 50-60,- EUR for new game) Thats why is there so much warez in eastern europe (or africa or asia). not because we like to be IT pirates, but because of the disproportion of prices for western / eastern countries compared to their monthly salary.

And I still wouldnt bother with paying for a video game in such a disproportionate economy. Id definately have more important things to do.
