Here is a very very important truth about EVE Online, Bhaal:
An asset is only yours if you have absolute control over it.
The 15min criminal flag is a period in which this control can be disputed, if you fail to use it, then its not your asset anymore. You may not be advocating the removal of pvp in high sec (anymore......) but your next best trick is to remove the only incentive left.
Then why have high sec and Concord if they are not going to do what a police force is meant to do?
Either you have a police force that works properly, or don't have one at all...
It's a game not RL, the DEV's should be able to figure this out...
Concord is only acting as a revenge squad, not a police force.
Revenge via Concord on a suicide ganker is 100% useless to the victim.
If 'its a game not RL', why do you compare CONCORD to a police force? CONCORD there is to punish aggression, not obtain justice for you.
In both RL and RP terms, it makes perfect sense.
And logically, it also makes sense too. Less intrusive NPCs and restrictive rules, and more emphasis on player actions, and player consequences.
Oh, and just because you use the words griefing and exploit - does not make it so. You can put a high value asset in a poorly defended ship piloted by ANY player in the known universe and I guarantee it will be at risk. Are you going to say that the people who shoot this ship are only doing it to cause grief? THEY DON'T CARE WHO YOU ARE. They want your isk and wealth, and guess what, thats kind of the basis for half the pvp in this game!
Your definition of griefing is basically "any time another player feels bad", and your logic is that "less griefing makes a better game overall". That would make you a griefer. That would also make you and 90% of EVE qualified for a ban.
Really.. at this point I don't even think you're buying into half the stuff you say.
