Anyway to the original poster, erm only reason I've ever known GM's to do this is when they find a scammer. Ie: GTC / Character sale scam.

Well, I'm not a scammer. =p And from what I've read of CCP policy, they don't fix those situations anyway.

Petition it under harassment. For things like this (which can totally trash your eve experience), they will not mind you skipping the queue. Put the Offender as the offending GM

Let me get this straight, you're great at making money, you're a trader and billions go through you, you are also the CFO of your corp and yet you still have a whooping 77 million isk after 3 months in EVE?
And, 2 bill tbh is peanuts, perhaps you should stop whining and strap on the mining lasers, GMs do stuff for a reason... ________________________________

Theres something you're not telling us :P
I'd like to help, but some of the things you've said dont make much sense.
Firstly with regards to you being a 'coporate accountant' or whtnot, why does this require you to have a positive balance? Surely most transaction can be handled through the corp wallet and those that arent can be handled through an alt.
Secondly you claim to have buy orders up for 'several hundreds of millions of profit a day' to generate 'several hundred million' per day from buy orders, you're going to have to have more than 77m in your wallet.
And if your buy orders have been chugging along generating this amount of profit per day then you have a ton of assets and your wallet will soon turn to positive, again if you have several hundred million income per day where is all that money? You're only a 3 month old char, you cant spend the money on expensive captial ships & hacs etc...
If I were a GM and you told me this story I would be extremely skeptical, but nevertheless investigate. You do sound mighty fishy though.

Hey there mate I know exactly what you are going through. I have had isk taken from me in this manner by the GM's. Apparently they can take isk if it has illicit ties. I dont agree one single bit with there methods, but I was able to get the 2.5b isk back.
My suggestion, petition in stuck section, they will get back to you asap. If you can clear your name of any wrong doings, yes it sounds horribly backwards, you will get your isk back.
Anyways I hope this helps.

To be slightly offtopic, all the fuss about buying and selling ISK is laughable. Buying/selling ISK isn't okay, but buying gametime codes and selling them ingame for ISK is? Yea it sure is different.

GM's won't put your wallet into negative IF it's because of something like an insurance voiding for getting a ship back. They will (or should) ask you how you want it dealt with in cases like that.
However, if they suspect an exploit, they will put your wallet into negative.
Just file a stuck petition, name the GM that did this, and have them escalate it asap. If you are sure of your innocence, that's the best way to get your money back.

I just REALLY, REALLY hope if ever someone buys something from me with illegal money (say for money laundering purposes) and the transaction has to be reversed, it gets reversed properly so I also get my ware back.
By the way, how does this intermediary ship selling work? You get a potential buyer to *trust* you with say 900m for a Charon, walk to your manufacturer, trade ship and money properly, then take the ship back to the buyer and just *give* it to him?
The two asterisked operations would be totally unsafe.

The same way people fall for scams. The only difference here is that he's not scamming which is lucky for those who are trusting him.
On the other side of the coin, he may be setting himself up to do a really big scam by increasing the good reputation of his character first.
A con artist has many faces, the one you normally see is the one you think you can trust.

This morning, A GM debited my account for 1.9 billion ISK, and refunded it to a couple of buyers. They got their two Charon freighters, and the supplier got 1.85 billion of that. I've petitioned...but my wallet is currently at -1.8 billion ISK. Given that I'm the Chief Financial Officer for my corporation, this presents some problems, namely in folks who want to buy shares. But I can't do missions either (can't afford collateral) and my plethora of buy orders...I don't even want to go there... :(
Last time I heard we shouldn't talk about GM actions.

Depends who the moderator on duty is. Many threads have been allowed discussing GM actions (provided you don't directly quote their correspondence), but if a mod decides to lock one, he doesn't need an excuse. and? so? I've been here for three years and made over 10 billion ISK, but I only have 22mill in my WALLET. I spend it, it goes in my corp wallet, it gets invested in shares, ores, ships ....
