Nevil, there are cases of getting killrights on yourself, using alts, and setting it to public with an ISK price that would net a profit after someone pays to activate it. even better is when the killright activation is unsuccessful, and you escape, which allows you to sell the killright again. I don't recall hearing stories about this recently, but as far as I know, killrights still work this way. it's worth exploring the ins and outs of killrights, and looking at ways to benefit from them. Seems logical if the price is high enough and the risk of them succeeding to kill anything substantial is low enough.
It seems a bit raw for Concord to sell kill rights, with a war they can use the excuse that corporate interests demand it.
I think Concord just need the right lame excuse to cash in on the kill right situation.

Possibly but currently the only way to obtain kill rights is if someone has been a bad boy/girl therefore they know they have it coming. If you can buy kill rights the target being a naughty person isn't necessarily the case and as such a warning like the war deck warning might be appropriate.
