L3's arent valuable enough in loot anymore to make people run them full time in high sec, L4 is where its at and there's 0 risk in high sec. Hence everyone can fit the biggest faction ships with all the faction gear (totaling over 10 billion for a mission running setup in cases ive seen) with absolutely 0 risk.
A lot of people do missions in low sec and i wouldn't mind seeing something drastic change in eve.
Consider this... a central system to all of eve (not jita) suddenly has a whole bunch of L4 agents move there, the rewards are x10!!! HUGE isk to be made and all the fancy faction offers. Agents from all factions so everyone can do missions.
All the remaining agents are moved out of the way and to low sec in the border regions to 0.0 - dangerous places.
Now this utopia of mission running lasts all of about a day in central empire and then a STORYLINE EVENT occurse. Sanshas (or whoever else you want) INVADE! in such force the concord and all the navys are overwhelmed, it is an all out attack and they claim the system for themselves, turning into 0.0.
So now we have a 0.0 system in the middle of empire, with the most lucrative offers making the risk very much worthwhile.... you want to see action? THIS would be action (yes they might need to build another server to add to the cluster which is only for this system :P but it'd be so much fun. Also just to bolster this, make it a huge npc market which encourages a player market - lastly (for some balance) allow POS and bubbles to be put up, but if they are, the Sansha fleet (which will be even bigger than BoB) will attack them pretty much straight away. So you wouldnt want to put your POS up cos just after you finish it would be destroyed, you also won't see bubble camps cos theyd get creamed also.
Yes its a little wacky - but if the lag could be controlled it would be the place to go for action!
READ ON on a more serious note: having some systems in empire be taken over and made into low sec could only be a good thing for eve (back to a not so serious note) - i would like to see all the routes between the 4 races turned into low sec so there are no ABSOLUTE safe paths of travel between them. If you want to stay completely safe, you have to stay in your region (amarr, caldari, gallente, minmatarr)

I have no intention of fighting anyone on terms that are suicidal. At the moment if I go to low sec / 0.0 to fight there is a very high probablity that I will run into a gang and:
1. Will get jammed, scrambled, killed. 2. Will get Jammed, Scrambled, Killed. 3. WILL GET JAMMED, SCRAMBLED, KILLED.

The real issue is that 0.0 and low sec lvl4's got nerfed along with high sec ones. Level 4 grinding seems to be a too easy way of making ISK, and boring compared to the more player-interactive opportunities Eve gives you. But I don't run missions at all, I'm too busy with that player-interactive stuff, so I have no direct experience of them.
WRT/moving them to lowsec, I do have experience flying in lowsec and in 0.0 (mostly haulers in 0.0), and the reports of people getting 'Jammed, Scrammed and Killed' are greatly exaggerated.
I think it is yet another win for the dynamics of the game that a trade hub can be established and trundle unstoppably along like this. It may not be the optimal result (lag etc.), but it's impressive that it happened at all, no? Player driven market FTW etc. Must visit it some time..... ----------

0.0 has enough lucrative content in the form of double-triple million ISK BS spawns, hi end ore and plexes. Lots more ISK in those than empire agents. No need to try to take fun out from empire mission runners by advocating more nerfs to the allready nerfed empire agents.
In most cases, those people who currently run lvl3/4 agents in empire have fun what they are doing and don't care about 0.0. They certainly would not risk their expensive equipment to the wtfpwnd by pies in 0.0 if their agents were moved there. You can't force anyone to 0.0. It's really that simple.

Well I think it is nice to have some hub systems where you can trade better... makes it more easy for a producer to get their minerals among other things. When I sell items from missionrunning I do not go to hub systems because quite honestly.. it is not giving me good enough prices on them. They sell better closer to low sec systems, like next door.

There are so many people that play this game and cannot seem to accept the fact that others play it differently.
As for Risk vs Reward, there is no such thing. never was, never will be.
The three aspected "Risk, Work and Reward" is real.
On a final note, anything that forces players to risk low sec PvP to do ANY high reward work is wrong. "Some" high reward stuff should be strictly low sec, but no "all" of it.

Watching people in chat channels saying "let's all go do missions". Most things in Eve require some thought and work and planning or some combination of the above, not to mention care and attention. Missions seem to be 'Hey we're all here in ships lets go make huge amounts of ISK FTW'. Or just someone in a solo NPCing pwnmobile mentioning the riches they are raking in with very little risk. Just seems the risk/reward is broken on them. ----------

Its going to taek the player base to begin to supply markets elsewhere - more research and production slots spread away from jita.
ICe belts being moved was a good start - perhaps adding some new calderi NPC corps with associated agents (perhaps non core navy ones) like natura etc calderi steel and moving some of the level 3 and 4 agents away from calderi space into amarr gallente and minmatar (storyline could be claderi corps begin to move into other empires in competition with those NPC corps in those regions)
Maybe even move non calderi agents into calderi space
The main point tho is calderi have way less systems packed with stations (amarr are spread out calderi arent so u get em bunched up in that space)
A quick hint to pirates high sec PVPers and looters get into jita train up astrometrics 4 and go and disturb players on their missions take in some ships for looting wait for em to engage and fry em.
Disturb their missions by scanning for their ships and warping in on em mid mission (will be doing this myself in coming days) the loot value should outweight the cost of scan probes take in some cheap rookie ships to loot.
That might make em move very quickly

There were no level 4 agents when Yulai was swarming with people. The problem is its a convenient location. A dynamic congestion tax would be a better option. Go to a smaller market area, pay less tax.
I've always liked the idea of taxes on gates and once proposed something like that. Characters less than a month old could travel tax free but everyone else had to pay based on the amount of traffic currently present within the destination system.
I think at the time I suggested allowing players to buy a pass (ie;a season ticket) and/or get offered passes by agents. Seemed to me it could be another item to buy off market.
Sadly it was probably a bit too complicated but despite being a regular traveller myself (I quite enjoy it) I think some kind of restriction for busy systems should exist. -- (Battle hardened miner)

People need to be real about the "huge rewards" of L4's. They can be a good living, but even the best mission runners are quickly dwarfed by a good 0.0 mining op. I don't hear a single call for "nerf 0.0 mining."
Running L4's is a decent Eve living, but it's not all the free isk for no reward that somepeople pitch it as.

Anyway, you can have "regional hubs" but only with "global market" This way will make it easy for anyone to place their stuff locally and you can browse for it from anywhere. then fly there or make a courier mission.
If the "global market" is unacceptable you will get Jita - "central hub" to deal with "regionalised markets" This is because you can't fly in every single region just _to see_ if what you want to buy is there. So everyone will go to sell and buy in just one place. Jita.

First of all, the post is about how JIta formed, but that was established with the first response which I found to be a very effective explanation.
Now about the L4 mission running.
It is ridiculous that someone can earn so much money without risk. We don't say "nerf 0.0 mining ops" because there is risk in those, big risk, and thus there is reward. Unless you consider Level 4 Mission NPC's to be equally as dangerous as human pirates/gankers, the missions really do need to be moved.
The issue that mission runners have with it is the fact that they are afraid of low sec, even with their T2 Fitted faction ships. I fly T1 frigates around low sec rather often, and amazingly enough, I don't get killed all the time.
However, considering the fact that L4 missions were nerfed before (not sure what type of nerfing occured exactly), if they are to be moved to lowsec, they should get a bit of a boost. Because while it's stupid to have no risk and a sizeable reward in high sec, it'd be equally so to have real risk and the same reward, so jack up the prizes a little.
It all stems from people being pussies about low sec. It's really not that bad and for Pete's sake if you want to play a single-player game go play Diablo 2 or something. Eve is a multiplayer game, which by definition means you are supposed to be playing with or against other people, not hiding in randomly generated safespots owning the same old mission drones again and again. Missions are a good addition to the game, but I think you need some kind of interaction with people in order to give Eve it's due respect. ___________________________________________

The people complaining about lvl 4 mission runners are stupid - really.
The empire mission *****s pump isk into the economy abut they add very few items. They add plain implants and faction ships - thats it.
Low sec people add the good items - pirate faction gear.
The result is the mission *****s buy the good stuff off the low sec people. Do you really think you could get 200 mill for a Gisti booster if there wasnt all those mission ***** with nothing else to buy? The mission ***** money flows 2 places.
1 T2 producers(T2 BPOs is a completely seperate issue.) 2 Low sec ratters selling pirate faction and named gear.
Wherever you went - here you are.

do you have any idea how little isk group mission running makes... when you take 5 people into a level 4 it becomes less profitable than level 3's...
as for the "NPCing pwnmobile" i paid a lot of isk and spent a lot of time grinding level 3's putting mine together and training to use it properly... i feel that at this point i deserve the 300 mill or more per week i can make off of soloing level 4's because i made an INVESTMENT. I saved my isk for a long time, and bought the fanciest faction/deadspace gear that i could find, and i put it on a ship equally as expensive. you cant tell me there is no risk/reward... remember if i lose the ship due to lag issues reimbursements don't cover modules... my faction gear is gone. that's risk enough for me.
now to get back on topic... Jita is and always will be a market hub no matter what... it is centrally located inside forge region, and within 3 jumps of Jita you can be in Sinq, the citadel or lonetrek. Sinq and Lonetrek both have quite active markets so trading between regions is very easy if you are starting in jita. Furthermore... i don't actually think that it is the level 4 agents that make a system a Hub... i think it is more based on the location of the "good" level 1 and 2 agents... the ones people are forced to use for a while because they don't have the skills for level 3's or the standing. It is in this time that you end up with a hanger full of "crap" that you keep around "just in case" you might use it later.
I know that even after they moved the level 3/4 agents out of rens (that i didn't actually use while they were in rens) I still went back to rens to buy ships because my hangar was full of modules and things that i could expirament with fittings on my new ships. "You Are Not Special" |

Personnally I think there's just something about Jita that makes it special. With Caldari as the most heavily populated race it was only inevitable for it to be in Caldari space. Jita is between Kisogo which is the caldari's "military" starting acadamy, and Sobeski "where the beginner mission storyline takes you". It has plenty of stations and agents of all Levels "or is at least 1 or two jumps from agents of all levels". It makes it the greatest choice for the mother of all trade hubs. I mean Jita is the obvious choice. It didn't HAVE to be jita, but chances are it would be, though a different trade hub was a distinct posibility.
