Umm...is this not an activatable device? and also primarily defensive? therefore a lvl2 slot device? why lvl3? This means as lvl3 device this means little in the way of compromise...everyone will fit it and leave it deactivated (off-line) until needed as most have spare lvl3 slots anyway....IMO if its a lvl2 device, a compromise would have to be reached between Defensive / offensive modules which to date has always been the case...It wont take long for this device to upset the balance of the dynamics when incorperated with other modules...I must admit i have not tested these modules yet...but this is my first reaction to it...the activation cost seems low too...What do ppl think on this?

When your logging onandtyping your passwords there are 2 buttons to your right. One will be lit with tranquility next to it. The other isn't lit and has test next to it. This is Chaos. Click on the button and you log on to Chaos rather than Tranquility. Hope this helps but I have to ask why your resurrecting a two month old thread.

That -90% has a weight thing involved like ABs and MWDs do. On a battleship you barely move. On a crusier its like you have expanders or something. On a frig you still have most of your speed. At least thats how it was the last time I was f'n around with them.

Its not intended for the offensive minded with these stats. I like it this is great for a bluebee that doesnt want trouble.

Well...as some have stated, this is a very powerful tool for a scout. Simply park about 15-30 km from the jumpgate with your buddies on the other side of it like 500km away. When enemy comes through gate, have your buddies warp to you.
Not having the option to cloak and break someone's lock is actually something that will save your a$$! Why would you want to cloak to break his lock and then have them travel over to you and decloak you? You would surely die.

I have three points from my reading: 1) How often do you read about corps trying to avoid combat with their ships till they can get some player strength together? This will help you do that. 4 ships with cloaks fighting together at once is better then 4 ships getting piece mealed cause they got picked off in 1s and 2s.
2) Ships are usually relatively expensive components for their users. Atleast there is atleast 1 ship you own that you regard as expensive. This cloak represents alot of options when you realize your about to die if you dont do something fast. Why wouldnt you want one?
3) with cap chargers and shield to cap relays its not entirely defensive. You can get decent cap and shields pretty fast if your willing to burn some isk in batteries.
4) doesnt a cloak trump a webifier? Webed + cloak = time to think.
5) Most of the time before a warp is aligning to warp. With a cloak you could prealign your heading to your warp direction. You cant be pretargeted so if your prealigned your going to get to warp before anything targets you even if you have to drop the cloak first and even if you werent cloaked before they warped in on you. cloaking == faster then targeting.
6) if its true that your "not in the game" while a cloak is active you would expect a smart bomb not to trigger police action as you cant take splash damaged cloaked? (question but thats what it sounds like)
Even nerfed all to heck I expect you guys will find this to be a must have item on a bs/cruiser pretty quick.
