They want industry in null to supply null more than JFs from Jita. But right now there is no industry in null, so nerfing JFs to the ground would bring everything to a grinding halt. The smart money will be leveraging every ounce of mobility before these and subsequent changes to build strong bases of industry in null.
With these modifications, the deathblow to JF fleets from Jita has been delayed.
