Just had it clarified by a GM that declaring war on random highsec corps just for the fun of destroying them is fine.
With this in mind, I don't see why it wouldn't be theoretically possible for a large corp to move through highsec and intentionally force every small or non-pvp corp to disband. Just for the fun of it. You could have a 2300-man corp doing this to just about everyone and it would be perfectly allowed.
Since war hardly costs anything to declare, what is the point of systems having a security level other than for people in NPC corps?

I think it would end up in a lot of war decs on the corp that starts this "fun". In the end that corp could end up disbanding.

Gather all the people they have ganked in a 10000-strong uberfleet? Dec'ing empire corps is fun and you should embrace the oppertunity to get to see the PvP side of the game without paying for it.

who would want to join a huge corp just to kill a few noobs?
Not much fun in that - they'd all dock and your gank squad would be bored stiff
And corps have a limit on war decs anyway - 3 at a time as far as I remember - so you wouldn't get much action at a time
It works the other way round - a small corp of good combat pilots deccing bigger industrial corps.

The big problem with one large corp is that you are too many Aggressors/target for it to be any fun.
Always more fun to be outnumbered but never outgunned. (now who has that line?:))

First of all, if the 55mill war dec fee costs "hardly anything" then surely you can go an extra 20mill and buy a BS or kit up a Recon and defend yourselves strategically.
All the war-monger corps I ahve encountered do not dec at random to kill small corps for giggles. They scout out corps with a decent numbe rof active members who seem to travel in high value ships or do a number of high value activities, then they dec and gank and attempt to make as much money as possible before moving on.
There is little stopping a highly aggressive corp trying to dec and destroy as many as possible to push them out but that plan has a number of drawbacks making it unviable. These drawbacks also present good ways to defend yourself.
Firstly, a number of small corps, when war-decced, will disband in a couple days and reform a new identical corp. This stops the orignal dec and wastes their resources.
A lot of people will spend most of the initial week docked or offline. This makes the war-dec dull and a drain on resources. Those that have to undock to do stuff, will probably be all WCSd out and using instas. If there are a lack of kills, the war-monger will get bored a lot of the time and undeck after approx 2 weeks.
2300 man corps are rare. 2300 man alliances are rare for that matter. Any group that size has large logistical needs and is generaly quite seriousabout the game and less inclined to try and herd people out of empire.
There are alot of experience dpoeple who enjoy PVP who frown at such acts and would ultimately intervene for the greater good and try to stop the war-mongers. Mercs can be hired,and security corps may band together for large scale deccs. If you have friends and some resources, then you can really make life inconveniant.
So, really, giant scale war crushes are not to be feared. There's no real way to pull them off succesfully. Hi Sec pirate deccs will happen and you have to lean how to survive. You may have Concorde and the laws to back you up, but there are ways for people to hurt you if they really want to. You have to be ready and able to protect yourself.

If you had a 2300 strong PVP corp spend it's time declaring on a max three new corps in high sec space at a time then it would not last very long as everyone would get bored within it's ranks.
What usually happens is small high sec corps with a group of pvpers 'ransom' industrial corps with war declarations, of course if the industrial corporation is an alt corp of a pvp corporation then suprises can result as well as it being a very frustrating war for the agressor.

And Aceofspace i beleive its the other way around. No 2300 corp would be so dumb to war dec some 20 member corp. A hardcore pvp corp of 3-4 members vs a industrial corp of atleast 15 active members is rather commonplace nowadays. If you cant fight off 3 pvp players you should deserve to die (or pay off).

Ace, LOL just pay man. I know it sucks, what right does one corp have to extort another, blah blah blah. In the end the point is moot. We are ****s, we won't go away. This is what we do. There are many other like us.
If you really want to do something about it, follow the advice you got in this thread, and get some help - oh, wait...er...you already did that, and we slapped them all with war decs. You probably know they have all surrendered, and after paying our fine and sustaining losses, they are worse off for having answered your call.
The problem, Ace ole pal, is that we are not a large carebear corp - we have no homes, we have no businesses, we have nothing to do but f**k with you. In the end, when we finally do move on, it will be because you paid us, or because WE decided you lost enough ships to pay your fine 3 times over (lol that's soon I think) and/or fought well - the latter, in light of your recent station hugging, is a longshot
So keep calling in help, it's helping our wallets, and we are popping you with your own isk hahahahahahahahahaha

Also, we fight when we choose, not when you choose. It's not running away, bro, you apparently have a lot to learn about war. We are 3 vs 30, we MUST know when to engage and when to retreat if we are to be effective against a much larger force.
We like PvP, even if you don't pay us, a few more flashing reds keeps it interesting, don't think you can wait us out in that station
Anyway, don't take it personally, it's just business. We're going to keep popping as many of your ships as we can til you pay us or we start to feel pity (don't hold your breath lol)
We honour ALL agreements, as I've told you before. I don't think I'll repeat it again. Ask your former allies, those who've surrendered, if they've been hunted, you'll find they have not.

Numbers are only really important in 0.0 space. In empire, the smaller force actually has the advantage most of the time. Trust me, I know from first hand experience that a small, organized force can inflict considerable damage on a much larger force. As a small merc corp, war-deccing large alliances or corps is easy. The toughest contract I can remember having was against a corp that was similar in size to mine, and similarly organized. It was like fighting ourselves.
Bottom line is, if youre being war-decced in empire, either grow a set and fight them off yourselves, or hire some professionals to do it for you. You have options available to you.
