Actually Cerberus tends to be the most expensive HAC in most regions. And to be honest you are wrong with Raven not being godly 1vs1 I-win-boat, where do you even need tank if you keep your target jammed all the time.

lol, the only other factor is how many highslots it has. If i can fit tech 1 iridium in a Rohk and hit as far as a completely tech 2 BS then happy days are coming.
Or if we do a gang of 20 Rohks and outrange everything then its gonna be pretty one sided.
In Fleet the only thing that really matters is range. All the opponents do is try to outrange you so you cant shoot them.

Make Caldari ships faster and more agile than Matari, give them as many low slots as Amarrian, and give them bigger drone bays than the Gallente !!

Caldari is all about electronics and function over comfort. what would be nice is seeing them back as the lightest class of ships in game but tweak their agility to they are as agile as gallente (raven turns and warps the same length of time as the mega), make them a tad slower so they got the same speed as comparable ships of amarr/gallente when using an afterburner etc.
slowest ships in game yes, but more efficient warping and overall lighter than any other ships in similar class would fit in right.
i always found it wierd caldari had a lower scan res than all other races, but in terms of balance it makes sense. minmatar should be the quick lock heavt alpha

why should a raven be able to use 5 heavydrones?
I want my Geddon to be able to use 8 Megapulse II and an injector and dual rep tank, plus having room for MWD, tackling gear and 3 heatsinks- in fact, i want it to have a damage bonus ASWELL as a ROF bonus on top of all that too. you dont see me complaining :/
the only downfall to the Raven is that it can't really tackle with a tank - but considering the torps work at extreme distances and transversal is meaningless i dont see what you're really upset about. A well skilled t2 torp raven does so much damage its silly, as if being able to choose their damage type wasnt enough...

The reason why the Cerberus is the most expensive is because the most pilots want/can fly it and that it's a good PvE ship, coupled with the 'now to be gone lotery system', nothing else.
Some Caldari ships are really weak (Moa and Eagle spring to mind) but what is really due is an agility un-nerfing before anything else.
