I really have no idea why everyone is suggesting to go for the drones first. Drones provide maybe 150dps MAX on a thorax (valk II's), whereas a decently skilled thorax pilot with t2 med guns can put out over 500dps from guns ALONE, which is a helluva lot more than most t1 cruisers.
Engaging a thorax, your first action should be to stop him from getting within about 3k, either dual webs or whatever but most T1 cruisers will be unable to tank the damage of even an electron rax. Best bet is to jam & nos the **** out of it and kill it before the drones have a chance to kill you (150dps isnt that much).
Then again, the thorax can have its own bag of tricks - web drones + multispec? 90% web + ECM drones?
The thorax gains a ****load of versatility from the drone bay, and dont ever underestimate it - while most people fly with damage drones, a thorax can be an entirely different beast when you utilise the ewar drones properly.
Basically I'd say a little luck would help too

I`ve not got all that cruiser-related skills, but I`ve killed a thorax in both a caracal and a bb... would go for the caracal anyway tho... todays tip: cap injection

If we are talking 1v1 cruiser vs cruiser
rupture can kill the rax pretty quickly
ECM and NOS is death for any cruiser (low strength, crappy cap)
Generally if your against a rax with drones I wouldnt worry and cruiser vs cruiser then drones will even out. Vexor with drones is another story . .
as with any 1v1 id say its down to which setup will determine the outcome. close range will destroy a sniper and a sniper will do a close if he can stay out of range. If its a pre aranged 1v1 then theres alot of tactics you can use. also most PvP is now close range and a MWD's cruiser if like shooting a fish in a barrel. Good pilot skills will determine alot and with small ships the slightst mistake will get you killed

That's why I suggested going with the Caracal. Also, Precision heavy missiles will rip those t2 medium drones apart. Blah I'll just spell it out

Assuming the fight starts at 15km the Thorax will most likely rush towards you with MWD. Jam him immediately and start attacking his drones if he's got any. Web him the moment he comes in web range and set your ship to keep him at 9km range. Even though he has a MWD, you'll still impulse faster than him since the dual web pretty much stops him completely. Once his drones are dead you can start training on him. At this point you've pretty much won since he'll never get in blaster range. He might be able to hit you with perfect gunnery skills, t2 blasters and null fitted but that's assuming he can get a lock at all.

Well, said fully fitted T2 rax with 1600mm plate can be blown up by at least:
rupture, vexor, arbitrator, caracal, even possibly a well fitted maller!
