The player guide is as wrong as it is outdated on many topics.
ccp would have to pay license fees for the jukebox' ability to play a customer's mp3 and decided not to allow for modifications. The playlist generator doesn't work since RMR. --*=*=*--

The ingame jukebox is rated a commercial product as you have to pay a monthly subscription. If it allows custom mp3 to be played officially, ccp would have to pay the license fee - for each and every account sold since they went gold over three years ago. --*=*=*--

OK thats that sorted. Licensing is required for systems that gain income from streaming or broadcasting mp3. As CPP do not stream media then no license is required.null
The jukebox is a part of the game client. The game client is used to generate income for ccp. Together this would lead to ccp having to pay fees to the Fraunhofer Gesellscshaft. A friend of me worked in their licensing bureau for a couple of years and I guess his info would be correct.
Fraunhofer is a research organisation with ~50 instituets at roughly 40 locations all over Germany doing free and contract research. --*=*=*--

How free are your customers to change those mp3? Is the module meant to be used to play mp3 on its own as the jukebox would be if we could customize its contents?
The difference is mp3-player generating cash flow vs. getting a sound snipped to the speakers.
A module using mp3 to deliver a 'Please fasten your seatbelt' doesn't fall under the licensing rules. --*=*=*--

Most countries acknowledge a couple of patents though.
Parts of the mp3 algorithms are patented. The licence fee would be for using that stuff in a commercial context. --*=*=*--
