There are so many aspects of macro mining that detract from the game it would take days to cover them all, but I do feel compelled to comment on a few that were mentioned here.

While it is true that macro mining floods the market with low end minerals, and those minerals facilitate the building of modules and ships, it also reduces the potential profit of the actual miners and new players. If the low end minerals were more scarce then high sec miners would make more money and thus mine more frequently which would replace the minerals being offered by the macro's now.

Those same high sec miners would then be able to spend that hard earned isk on the modules and ships being built which would put them in higher demand and result in higher profit to the builders as well..
since macro's rarely buy the modules and ship being built.

I have been an alpha/beta tester for years. I have seen first hand how macro's operate because many developers allow them for a short time in order to discover how to prevent them. The macro's in eve are easily disrupted if CCP chooses to go that route.

As mentioned above, there are occassional pop up boxes that interrupt the proper functioning of the macro. If those boxes popped up every time you entered the astroid belt it would be a minor inconvienance for the "real" miner but an absolute pain for the macro that is snoozing away while his ship is unable to deploy drones, mine, or return to station. Belts could be offset daily so that book marks were not good anymore. Non minable roids could be mixed in with good ones and cut the macros yeild in half. High sec belts could be monitored by the factions holding this space so that a pass code were needed to be entered prior to mining....pass code sent in text when entering the belt...all these features would be trivial to a "real" miner if it resulted in higher profits for him/her in the end.

Lastly, not all macro is done in 1.0. I know of an ice belt right now that has 7 mackinaws in it 23/7 who never respond to bumping, convo's...etc and the only time I haven't seen them there is when we have a long patch..so go figure

I believe CCP cares, but I also believe they are concerned of the negative aspects of banning the wrong accounts because there is not sure fired way of probing out the macro's
