Wow, reading over this thread, some of you guys need to relax a little.
All it took was one guy to shoot me an email today and he had the answer regarding what was happening with this medal, rather than coming to the forums and exploding with drama.
Decorations were issued for the FIRST total capture of the warzone for the FEDEF and SPROT. We fully intend to release one for the IC24 as well, now that they've captured and held the whole warzone.
We actually have descriptions written for all four of the decorations, plus names, including an additional one for the TLIB, for if or when they manage to do the same. I know this because myself and CCP Eterne collaborated on them when we first came to CCP, and I pulled up the descriptions and re-edited the IC24 one a few days before they took all the systems in anticipation that it would happen.
It does however take time to get decorations from NPC corps issued. It's not as easy as us creating decorations the same way you guys do to give out to members. There's a hell of a lot of data mining to do, looking at tens of thousands of characters to see who's eligible, and then we have to get everything prepped to distribute them, and make sure that doing so isn't going to induce horrible load on the cluster when we do so.
Prep work coupled with the fact that there's this thing during December that happens called Christmas, when CCPers take a well earned vacation to spend some time with their familes mean that it's going to take a little longer to get this ready and deployed.
Bear in mind also that the people who take care of this also have their full development workload and team commitments to fulfil too working on the next release for EVE.
Also, we've never actually said that we'd release deocrations for all four factions if they take the full warzone. We've just done it on an ad hoc basis in the past. For entirely IC reasons, one of the factions could have chosen not to bother, and just to offer IC congratulations instead, however the four decorations are there and written up because we know that it means a lot to you guys.

You're better off shooting CCP Falcon an email asking where your medal is than you are posting in this thread. So Amarr, you know what to do.
Also, advising people to spam a member of staff is a really bad idea. Don't do it.
