Could very well be, yes. If the signature is only ID'd as one of the ones you've not checked to show up.
If you can already see a group type at the range you're scanning this is not the cause and its your scanning skills/probe alignment which is most likely lacking/off. |

That is correct. At that stage the anom is just marked as unknown. As soon as your scanner id's it as "xxx", then the filter kicks in. It generally happens around 1Au - 0.5Au.

The following is a direct copy from the patch notes.
Cosmic signatures may now be filtered according to type. This allows players doing exploration to easily sort Ladar, Gravimetric, Magnetometric, Radar and Unknown cosmic signatures in their system scanner results. Signatures which are still too weak to register their type will not be excluded from this filter regardless of their actual type.

And no where did it say that the default behaviour of filters would be "OFF". |

There is some other problem (even allowing for the filter problems) I am having a horrible time with signals wandering . I have the same skills as before the patch, same ship, same equipment, rigs etc... even scanning in the same system.
Tried asking in Exploration and just got the backlash of "oh god someone else doesn't know about the filters, it's your filters, check the filters". No, I do know about that, and it isn't that. I get a signal, narrow my probes and it deviates like a mosquito with ADHD.
(Incidentally, patch notes saying "you can now do x" as if it is an additional feature is not the same as "x is now off and you need to enable some new stuff to get it back".) |

Instead, the sig just disappears and you're left with no result when you reach that point, which is a bit odd if you ask me. |
