(I'm gonna ignore all bob corps here).
Personally I'd remove SAS and probably just leave it at that. Anyone else would probably just wind up causing too much havoc and love rhombus' are never as much fun as love triangles.
Goonfleet don't bother with, you need people who actually fight rather than run and hide in empire in your alliance.

Rage And Terror - Fought against them couple of times and I enjoyed it alot. ET selling kids to me for isk is a plus 
Outbreak - So many good FC's and players in this corp it's scary
Black Omega Security - Shouldn't play alliance warfare when they are best at guerilla warfare.
Burn Eden - don't think I've fought them ever but they got impressive k:d ratio so I guess I have to mention them.
Can only think of these 4 corps.

BDCI - no major fights against them but damn those guys know what they do.
ATUK - not dice ATUK, ppl say its same thing but somethings changed it might have gone to better direction to them but i liked the old atuk.
Shinra - fighting some wars are difficult coz of enemy numbers others coz of enemy skill and finally theres pos wars. shinra can manage that all.
Frick - WoHoo i managed to get to Safespot ....... no wait!.... BOOM!

my guess is get all the players/corp that have all/most the t2 bpos good capital/industrial backbone /me looks at BoB and then build them at cost for its members they'll be unstopbable, doesnt matter how good you are at pvp you must be able to have the logistics & finance to win this game

Impossible to say almost, since i don't know all, but corps that I do respect(some of which I have flown with) for their abilities are:(Order is not necessarily listed by ability, but by whom I know best)
1) Celes.
2) Frick, BDCI or TC.
3) x13.
4) Omniscient Order.
5) Outbreak.
Corps that might as well have made the list:
BE
Old Sicarri Covenant(FR and Cutter slade 4tw).
RAT.
SAS.
Imperial Dreams(I think(only know that CVA are good enough to deserve alot of respect))
Xenobytes.

Not true at all, from day 1 we were in a position to lose 50 BSs a week easily and still everyone could happily dock and grab another one, for free
