How do I make level 2 missions available? I've done numerous level 1 missions and have a 3.2 standing with the agent.

To use a particular agent, you need a standing with their CORPORATION (Caldari Navy, for instance) or FACTION (Caldari State, for instance) greater than or equal to (Level - 1) * 2.00 + Quality * 0.05. Level and quality depending on the agent in question. Your standing with a given agent does not affect any other agents in that corporation or faction.
The Connections skill will provide you a massive initial boost to your standings, and the Social skill will make your standings rise faster as you run missions.

Also, 3.2 standing with an agent is pretty small, unfortunately. As you progress, for instance getting it to 8 or 9 or more, you will do storyline missions and whatnot. Your standing with the faction or corp or whatever will slowly go up....

Train the connections skill to level 2 or 3.
It is your corporation/faction standing that affects which agents you can use. To check this go to your character sheet, select the standings page. You can see a list of corporations/factions and your current standing. Select the info (blue i) next to the corporation you are interested in. Select the agents tab. You can now browse the agents for the corporation, they will show under different sections as to whether they are available or not.
To find out what standing an agent that is not currently available requires right-click them and choose 'show info'. In the information tab it will tell you what standing the agent requires to work with you.
To raise your standing quicker train the social skill and work with the highest quality agent that you can.

^^^ What he said. I was in the same position until recently - I couldn't get any Level 2 agents available. I got Social and Connections up to level 3, and lo and behold, Level 2 agents everywhere. They were only ~ -15 quality, but it hasn't taken long to get some +ve quality ones available. ============ Qall Rungbar |

Indeed. Eventually a Cruiser will be overkill for lvl 2 missions, and they can be done in a well-skill-fitted Frigate or Destroyer. I made the rather serious mistake of thinking a Destroyer was good enough to run lvl 2 missions. Yea, I made it through the easier lvl 2 missions without too much trouble ... but lost several Destroyers before figuring out that not all lvl 2 missions are created equal.
Until your skills and equipment are up-to-par, some lvl 2's will bring even a Cruiser to its knees.

To the OP:
Here are a couple of tips to help you:
- Stay with agents of the same corp, always, unless you have good reasons not to. - Always use the highest quality agent available - After a while, your relation with that corp will improve and let you access higher quality and eventually higher level agents
Be warned though that the step from level 1 to level 2 missions is big. I went on my first level 2 mission with my destroyer (which was almost boring for level 1 missions) and I got my arse handed to me real quick. I adapted my strat, got me a cruiser and even now they aren't a breeze.
The rewards are good though :)
