I took debate back in high school. Honestly, I was spending so much time trying (mostly unsuccessfully) to score with debate chicks that I didnÆt pay all that much attention. But I did pick up a few things.
You need to prove several things in an argument like this.
ThereÆs ôtopicalityö but since this is an Eve forum and itÆs an Eve plan you win on this one.
Then thereÆs ôInherencyö which has to do with how well the current system is addressing the problem. I guess you win here since I think youÆre the only one that sees this as an issue.
But then thereÆs ôharmö which means you should show the current system is somehow broken. I know you lost ships and all, but how is that an untended harm of Eve? How is a guy sitting cloaked in a safespot somehow worse than if he sat in a station? Or, if he sat in a safespot uncloaked? ItÆs not like you are going to scan for him. And if heÆs AFK heÆs not hunting you anyway. If he is at the keyboard then he can align and warp to another safespot if anyone busts his current safespot so the cloak isnÆt helping all that much.
You canÆt even make a realism argument (not that it would really apply) because space is so big that you should be able to shut down your electronics/engines and simply be undetectable to anything thatÆs not pretty darn close.
Then thereÆs ôsolvencyö which is showing that your plan cures the harm. And you fail here too. So, the guy has to ôrefuelö his cloaking device every few hours? This is going to be a big problem for him? Now he sits in his cloaked safespot for 4 hours instead of all day. Or he just docks at a station. How does this help you?
And then thereÆs the ôdisadvantagesö argument where the negative side shows the problems your plan creates. You would effectively add an entirely new concept to the game (fuel) to cure your problem which is really just your carelessness. Once ôfuelö is in the game some people will be demanding it get used to nerf all kinds of supposed exploits.
Like the shield exploit where your shields are always up and ready for action. Maybe raising shields should cost fuel. Maybe being able to travel 100 jumps in 0.0 without refueling is an exploit too. That lets scouts travel around without logistics support. Make them buy fuel or their ship simply stopsà See the can of worms you are opening?

It is annoying when folks confuse bad retaliatory strategy with unbalanced game mechanics. Here is a freebie:
Have two fighters with cloaks go to a pre-agreed upon belt where said baddie is operating. When they get to the belt they cloak. Then you come in with your barge (naked except for warp stabs) and act like you are mining in same belt. Mr Pirate comes along and goes after the barge. Fighters uncloak and take out Mr. Pirate.

Better idea even yet. Have the lamb to slaughter sitting there fat and happy mining in lowsec. In pops a pirate ready to crush the poor miner or hold him for ransome. When all of a sudden out of the blue, 6-7 of your ganged buddies buddies uncloak and gank the crap out of the pirate. Just a thought.

Miner IIs need serious nerfing because you can stay all the day logged on in belt using the miner II device and nobody can get you if you watch local and scanner.
I know some miners who use this lame tactics. Someone keeps his alts all the day logged on and mines. If someone jumps in and starts to hunt him with his pirate ship, he will warp on and try to hide. And if there are some people who try to kill him he warps off his SS and hits log off button.
btw, they are all over EVE.

You know it is possible to fit a cloak on any ship even a mining barge, and unless said pirate is in a covert ops it will take hm a lot of time to be able to lock you. Play his game - hit mwd/ab and cloak.

All others ships should either have their ability to fit a cloak removed or burn fuel / timer limit ...

This is just the same old *******s spurted by people in all mmo's I've played where there's a stealth class. Fact is a stealth ship in EVE isn't that tough on it's own if up against half decent players.
I had my first ship loss against a force recon ship, I was ratting in a .2 system in a Thorax and thought everyone in local was non pirate, haven't made that mistake again (yet), but I never started crying on the forums or anything, a corp mate warped in as my pod warped out and engaged him and I flew back in a BB and jammed him. He warped off leaving 5 tech 2 medium drones behind and my can. I made a profit that day 
Don't whinge, learn to play the game and stop trying to ruin it for others. Remember, Local is your friend and it takes 2 seconds to check people out. You lost your ship thats your fault not a cloaking devices.

With the new probes, and new scanners comming out. You WILL be able to SEE cloaked ships on the scanner.
With the new patch, you will only need (1) probe in space to search for someone in a SS. They will have different signal strength, so you can use different ones to narrow the field down.
They also have a probe in kali with UNLIMITED range, so you WILL be able to scan for ships OUTSIDE the zone.
Do a search for probes and scanners, you should find a post that expains all.

I once had a daydream of 4 cloaked prats in stealth bombers uncloaking around me and demanding ransom... and then 4 cloaked gangmates in Ravens uncloaking just behind them and demanding the same.

See, yes, but not decloak. If you have a precise scan result (as in 3au probe like), you'll drop out near it, but not close enough to decloak it. One of the blogs from TomB already said that you'll be able to probe for them, doing so however won't decloak a covops.

Actually this is a very valid point the OP is trying to make. The use of Super Safe spots and cloaks on tech 1 battleships with t2 sniping gear a nightmare to kill. When the enemy is on 23/7 and its your space they are exploiting for months then you will see why this module in its current form fails. The predators have the utmost advantage with local since they never log off.
They can put more cloaked alts at the gates into the system they are in to watch for reinforcements that would try to bait them out which is pretty much the only way you can kill them. The defenders have to exponentially grow their force for each cloaker and still have little chance to kill the cloakers unless mistakes are made by said cloaker.
It is sadly reduced to the pile of overpowered modules like WCS. Personally I'd go for a 10 minute duration with 15 minute cooldown for 50% of a ships cap with only a 25% speed penalty. If they want to cloak in systems they have to be at the PC do it. Covert Op cloaks would be 'as is.'

I've said it before and I'll say it again. The problem isn't that people cloaked in systems can disrupt your operations purely because you know they're there. The problem is that you can see them in the first place. Cloaked ships are by their nature covert. They should be invisible, that's their thing.
I'm all for nerfing cloaked battleships and things like that but recons and coverts shouldn't even be spotted for you to whine about, you shouldn't even know they're there. ----------- Join channel 'Turby' or die!
