All the titans gets a 7.5% per level bonus to their respective special bonus. So it's 7.5% per level for both the Gallente and the Caldari titan.
As for the Minmatar titan being the worst off the bunch I can only say this: Oh ye little of faith! Anyone believeing it to be a **** bonus just shows how little s/he understand of the game and it's mechanics.

You should start by figuring out why a frigate is 1v1 ing a titan first. If you can come up with a good reason, let me know.
Because it's actually a Minmatar AF, with dual EM hardeners fitted, it's there to tank the DDD without having its tank break.

Just look at the killboards! No Titan kills! Clearly that shows they are overpowered and should be nerfed severly. Maybe turn them into mobile entertainment centers for bored pilots? They would have flashing lights and play loud music too!

The Amarr titan is a good choice. 7.5%/level to cap is pretty sweet.
I'd like to second what anyone says about signature radius reduction being rubbish. 7.5%/level less signature to _every ship in your fleet_ is absolutely horrendous. (Especially if it stacks with the 'reduced sig' gang assist, and the sig reduction implants). OK, so it'll probably not get up to the max possible, since Titan 5 is a really nuts long train. (Although training to fly it in the first place is fairly scary), but 30% is still quite reasonable.
And that's a 30% reduction in damage from missiles of the same size or large. 30% reduction in tracking of _every_ turret, and 30% increase in locking times against your ship.
I'm just looking at my training times. 190 days. And dreads were making me cry.

Tbh, an Erebus would have been a better choice: It has a cool name, it's design is way more beautiful or origninal than the Avatar, and a doomsday device that do only EM damage will be hard-pressed to destroy a modern-day fleet. With one or two EANM II, damage controls and a Damnation gang bonus, most battleships will easily have 80-85% EM resist on armor and at least 10k armor. The Doomsday weapon would just destroy the support of a big fleet, and that could be a critical flaw is the Avatar is ever caught outside a POS shield...

Unless the said alliance has finished building more than 1 Titan, and simply to throw people off, gets everyone to tank for a avatar

the amarr titan is definitly the best by a lot. it gives the equiv of more than 2 cap recharger t2 on to any ship in the gang, this is extreamly usefull for capital ships! it is also part usefull for galante/amarr ships that usually have a very hard time sustaining cap
the mini one is second best, it means the enermy is going to have a very hard time hitting your smaller ships, and it will take them longer to lock all of you
the caldari and galante ones are pretty crap tbh! they should be getting +7.5% to armor rep HP and shield HP and then the amarr one would still be better but not as much

Didn't you hear? The Avatar has a thermal exhaust port only two meters wide that leads down to the main reactor. It is too narrow for a battleship to hit, and it would repel any large-scale assault.

None really. But 2 1600mm plates have the same effect as 3 EAN2 in terms of (anti burst damage) ship hp, the principle is the same.
