That includes both shield and cap ones, looking at their description, their bonus seems to be counter-productive since your cap recharge/sec depends on your total cap, same with shield. So does anyone actually use it or find a good use for them other than melting them down for minerals? I would also mention Auto-Targetter, but I guess I will stop.

Well , I'd never ever use it ... but it does increase your max regen rate bye about 15% and it doesn't have the shield boost nerf that CPR's have. Shield boosting people might be interested in using this ... A flux coil will give you a (slightly) higher max cap regen rate than a PDS. So, if you're just looking for a higher regen rate, and you don't need the extra grid the PDS gives you... then fitting a flux coil would actually be better than fitting a PDS.
A PDS2 is a bit better than a cap flux coil, but if there would ever be a cap flux coil 2, then that would be quite a bit better than the PDS2 (in fact allmost as good as a CPR !)
some maths :) : (cap/regen time/max regen rate) no mods: 100 / 100 / 100 flux coil: 85% / 75% / 113,3% PDS : 104% / 92,5% / 112,6% flux coil T2 : 85% / 70% / 121,3% (highest cap regen rate without shield boost nerf) PDS2 : 105% / 91,5% / 114,7% CPR : 100% / 80% / 125%
It would seem to me that for PVE shield tankers, the flux coil might be a valid alternative to a PDS, not to a PDS2 tho. Flux coil 2 would be quite a bit better than a PDS2 IF you don't need the grid offcourse!

Let's just say that if you need to open a cyno field, and are aware of the few ways you can be hurt while doing so, then a Rapier with maxes Large Shield Extender IIs and Shield Flux's means you get something stupid like 58/sec peak shield regen, and over 18k of shields :)

You forget about the second bonus of the PDS...shield boosting. The advantage a CFC or a SFC has over a PDS (in its field) is so minimal that the second bonus of the PDS always outdoes it (IMO). The added grid is just icing on the cake :)
Conclusion: PDS need some nerfing (again IMO). For example, take away either the boosting boni (cap and shield), or take away the direct cap/shield boni. Only then might CFC and SFC become more attractive.

You're absolutely right , I didn't take the shield boni from a PDS into account making it definitely a lot better than the flux coil!

There's only one thing that a capacitor flux is good for. Namely jumpdriving ships in transit. You need x% cap to jump. Cap flux means you hit x% faster.
For ... pretty much anything else, they suck. You're better off with power diagnostics, cap rechargers, shield rechargers, shield/cap power relays.

cap flux were used to keep laser boats firing. i've heard the ratio of charge rate / total cap was changed (nerfed) quite some time ago. any older players remember the stats ?

Gotta keep in mind that PDS' boost max shield and shield regen aswell. Makes them better for shield tankers even with t1. ----

Me, there is no reason to fit low slot mod other than a PDU. Other mods give a bit more of a bonus, but PDU's give ecent bonuses to 5 different things, all useful, that they are too useful to overlook.
Even an armor tanking could use the small shield boost and shield regen bonus, as that's a bit longer till they have to tank. It's more of a safety net.
