At least it would've been someone with the intelligence and skill to pull off an IPO scam in the current times, seeing as people leap at the idea of scams at the slightest chance. If it is a genuine IPO, you gain a lot of ISK over time with no work.

If the chance system remained, but chances of recieving a BPO being seeded were increased depending on your total racked up points with an agent, that'd be good. Or using R&D points to enter a "bid" in a lottery for a certain BPO, or BPO area.

If a person get's lucky and scores a real nice BPO on a ship like a vaga, he could use the ISK he's making to get more BPO's. This leads to a select few playing merry hell with people's wallets. At the end of the day, they've done nothing wrong in being succesful. The fact that they are easily able to dictate price on stuff means that people at the bottom can't afford to enjoy PVP at a competitive level. A person who can afford t2 up the arse will have an edge over someone who can't, simple.
