i think looking at the huge amarr thread, most of this has occured due to the damage mod stacking penalty. Because since that, amarr have lost there only really good ship. The armageddon.
Also, its without the stacking penalty those kind of ships can really shine. and where the likes of caldari cant keep up with damage from other bs's due to the lack of low slots.
I am pretty sure if it was brought back in, the amarr issue would be more or less resolved because most of this happend due to the stacking penalty.
Just something i'd like to say..

/me imagines how much alpha would a tempest do with a full rack of domi gyros without any kind of stacking. . .

all they need is 1 vagabond or 1 curse to **** up their tracking and they are finished.

High 50 mill in t2 howis med about 10 mill in t2 mods Low 600 mill in domi gyros
+ ship 100 mill
760 mill to do that.. i would expect nothing less.
Geddon would be sweet with 8 ts heatsinks 7 megapulse t2s..

If there was a 760M ship which could insta-pop BS's you'd see a lot of people flying 760M ships insta-popping BS's. That's not even a signficant amount of money to a lot of PvP'rs; not least to the kinds of people who spend 2B+ in implants alone. 
And, no, that is the most ridiculous idea I've heard for ages. Progress has ironed out the massive imbalances in ship class and we're onto ironing out the smaller imbalances. Unstacked damage mods, even without faction gear, produces silly amounts of damage on anything with enough low slots.
The stacking penalty was introduced for a reason. There's absolutely no justification to remove it.

giving a standard shot with Quake L of 1658,92223 hp, wrecking for 4976.76669hp, for a throretical max volley (6 wreckers) of 29860hp, if I've done the maths right. ----------------

Stacking penalty was introduced in the first place for a reason. Use the little greys to figure out why (it had something to do with mOo Corp).
The only way the stacking penalty is going to be removed is along side a massive nerf to all modules so that 8-module set ups won't be over the top.
For example, instead of +10% damage and rate of fire T2 damage module, we'll have +2% (hey it's better than the 1% on T1 module!)
Or they may code so that modules affect base value instead of current value. And nerf all modules, but not as much. - Three years old |

Uhu, so you think. Might actually have certain "PvPers" fit damage mods in lows instead of WCS, but that's about it.

You would have to reduce the effectiveness of damage mods. This could have major reprocussions. I would like to see Amarr slot layout make sense again, but honestly, I think that this would simply change the game too much too quickly.

If you were around in the days before the penalty was introduced, you'd never even think of suggesting that it be removed.
If one ship insta-poping another bship is bad, think about the fleet fights.
The penalty is here and it's not going to be removed. _________________________________________________

I fly an armageddon,but removing the stacking penalty(to all ships)would make the fights end too quickly(in which is already a problem with stacking)for instance:
Fleet battles,we now have to call 2-3 different battleship primaries due to them dieing 1 a second.
Gang,will end up like fleet battles,primary will die within 10 or so seconds and tanking would be impossible.
Solo,would make this interesting but would still end too quickly and the only faction mods people will be is the ones for damage,not tank.
And yes with no stacking penalty a tempest would hit WTFPWNED wrecking hits

They didn't lose the geddon. The geddon is a damn fine ship. Removing the stacking penalty moves the geddon from a balanced ship to a stupidly overpowered one.

" Amarr used to be the highest damage dealer, bar none. That was the role.
Back then, Damage dealing was how you won, ew wasn't used much. I dont ever remember anyone using tracking disrupters, dampeners, nos and ecm's were rare on any ships other than scorps.
CCP decided to attempt to balance Amarr by making the damage equivalent to all other races damage....which is fine, except 1 problem:
****CCP Made Amarr have the sole role of damage dealer. They gave us Guns that use way more cap, require extreme skills or extra mods to fit them, a lack of mids to use or defend against ew, and generally an easy race to jam. So when they nerfed them, they were lazy and didn't balance the rest. They cut off our damage and left us with the penalties of being the highest damage dealers.****
To fix Amarr, we either need our guns to do the insane damage they used to do and leave our stupid bonus', hard to fit guns and gimped ew ability....Or Give us our 2nd bonus, lower cap usage/fitting requirements on guns and to some extent allow us to use ew at least somewhat.
ITS THAT SIMPLE GUYS.

Putting the geddon above the megas DPS is a bad idea. The mega is a forced to fit a tank because it has to close distance. With 20+km range on pulses, it would become (again) pointlessly overpowered in bs 1 vs 1. To say 'put as back how we were or finish off balancing' is a follish thing to demand.
The geddon is still a good ship, and still does good damage. Just becuase its not teh uberwtfBBQ doesn't mean it sucks. I think that lable can be applied to a lot of ships people whine about.

Mega would still do very, very good damage. Maybe change the hardeners stacking aswell ? Change, not remove, so people could dedicate themrselfs to what they want. tank or gank. or somethign more between.

The geddon was so stupidly overpowered I don't really think you can belive it yourself since you are sugesting this. And before you go on accusing everyone else for being ignorant clueless idiots try look at yourself first. I can't recall reading anywhere that Amarr is suppose to have the role as teh damage dealing race. The Armageddon however would have this role and still has. It does the job perfectly fine as the tier one BS it is and only the Megathron does the job bether. Amarr have the most powerfull guns, and with your "extreeme" skills they should use less cap than railguns. I don't see much worth complaining about in your post except for fr/cr sized beams using to much grid but that doesn't have anything to do with stacking penalties.

And let me tell you, my Apocalypse with Mega Pulses, dual rep-tank and three Dampeners was fun to fly, but it was the very definition of unfair.
And no, it wasn't just because of the Geddon. m0o were melting battleships with Ganka-Mallers way back in 2003 (although this was facilitated by the bug that Large Turret skills also added damage to medium turrets, and on top of that the skills stacked, instead of modifying the original value).

To give you some perspective, I'll tell you this:
I (mostly) fly a dominix.
Pre-RMR I would happily engage solo vs 2 armageddons and win, no matter who the pilots were.
Post-RMR, I do not.
How exactly did the stacking-penalty change in RMR nerf you vs me then?
Pre-RMR I enjoyed fitting tracking disruptors on most ships. I have never fitted a tracking disruptor after RMR. How exactly did that nerf you vs me?
