Hello! New player here. Obviously!
I'm wondering how you can acquire new skills in this game, apart from buying them off the market?
For example, I'm Gallente but want to be able to fly Minmatar Frigates. How can I get hold of that skill? |

I think most of the basic skills are one of the few things that aren't created by players. So the Minmatar Frigate skillbook is spawned in stations, and the only way to get them is to buy them from the market. Other skillbooks can be found in Exploration sites though.

Not one skill in the game are generated by the players they're all sold at various NPC stations and in some very rare cases they can be found from exploration. |

By buying it off the market :-)
The vast majority of skill booksare seeded in all the school systems, so they should be pretty easy to get hold of. Couster, Synchelle, Mesokel in your area will have all the ship skills for all four races' ships.
Doesn't matter if you want a skill book for a ship class of your race or a skill book for a ship class of a different race, the process is the same. Buy the book off the market, inject the skill, train it.

The only missions (afaik) which reward skill books are the Career Agents, and those are starting books for new pilots. There's one L3 mission where a structure may drop a science skill book (eg Electromagnetic Physics). There are some books which are found in exploration sites, mostly rigging-related ones (eg Armor rigging). There are some books which are obtained from corps' LP stores (eg Small Blaster Specialisation)
That said, those books will typically be sold on the market by the players who find/purchase them, so you can almost always go to the market and get the books. The rarer ones may need a trip to a trade hub (Dodixie the local one or Jita the main one), but they can almost always be purchased. |

A good number of skills that are critical are paid out as rewards for your starter agents, but those are all - without fail - also available cheaply on the market.
Drug-related skillbooks are NPC drops only (IIRC) and are traded by players on the market.
Advanced weapons system skillbooks and some mission related skillbooks (examples: "Security Connections", "Minmatar Drone Specialization" and "Small Railgun Specialization") come originally from loyalty point stores (basically they are a form of mission reward). These can be traded on the market.
Finally, there are some legacy skillbooks that do *absolutely nothing* now, but still exist in game as ridiculous collectors' items. They cannot be obtained by any means other than trade/theft.

There is a mission, Silence the Informant Lvl 3, that can drop Science skill books. This is the only one I can think of, but I would bet there are others. |

We come down to semantics here but this game exists solely on CCP's servers so everything in it including your character is generated by the server in truth. However when most people including CCP devs talk about player created items they are usually talking about items that are introduced into the game as a result of player effort.
So examples of this would be if you are mining, when you mining lazor reaches the end of it's cycle and ore is deposited into your ship's bay that is considered player created since it took player "effort" to make that happen. If there were a way to just buy the ore from an NPC that created that ore everytime someone clicked on the market order then that would be server created. Server created ore does not exist as far as I understand it but with the skill books they do.
I know that it has been covered that these books exist already but aside from skill books that "drop" or are mission rewards there are also skill books that can only be purchased with LP from LP stores and since a player had to "earn" the LP by running missions as far as game design is concerned they are considered player created in the same way that other LP items are.
TL;dr The three types of player created skill books that I can think of are: drops, mission reward, and LP store purchased.

Hi Skill books are available in NPC "School" stations. This could be Hedion University, Pator Tech School, Republic Military School, etc. Look for these stations. NPC Buy Orders have massive volume (I think it's 555) and will have a 90 day expiry that is always maxed out to 89 days, IIRC.
Always buy from NPC. Very rarely are you going to get a skillbook cheaper from players. Often players will buy skillbooks and resell them at a higher rate in start systems. Be wary of this! Check the % above or below regional average, avoid those 60% above regional average books. You'll be buying -LOTS- of books in your career. Start it right from the get go :)
TL;DR buy books from NPC 'school' stations
PS Only buy skills you can inject immediately and inject them all. You don't need to start training them now, but there is no purpose to holding onto Minmatar Battlecruiser when you are not even begun training cruiser. |

FYI, the market only shows you what's available in your current region (at most), and some of the regions are rather small or may not have any "school" stations. If you don't see the skill you want on an NPC sell order, don't just buy from players. Try another bigger region.
On the other hand, sometimes players will sell skillbooks *below* the NPC cost in Jita (a major trade hub). I guess this might be people who have stolen skillbooks from wrecks, or maybe who just bought too many, trying to sell them at a price that will make them move. For anything that seems too expensive, check the NPCs though. |

Your time has value, in Eve as in everything else. Just like minerals you mine aren't "for free" just because you spent hours zapping boring asteroids instead of shoving isk at the market, you haven't necessarily "saved" anything by wasting ten minutes tooling around picking up deliveries to save 5k isk instead of doing something to get the spare isk instead (like, shooting a single belt rat for bounty, perhaps) or doing something you enjoy.
In fact, any time you spend doing something you don't enjoy is the only real loss in Eve. It's a game, guys, entertainment value is literally the only thing it actually gives you. Non-entertainment time is the real "cost" you should be prioritizing, not in-game currency.
What I'm saying here is that paying double for a book you can easily afford anyway instead of making a six-jump round trip is a perfectly legitimate decision to make. Those reselling people are offering to let you get back to blowing **** up faster in exchange for a consideration, it's not anything sinister or underhanded. It's a valuable service.
(This is worth making a post about because this is far from the only situation where people sometimes lose perspective on basic economics. You should keep this in mind fairly constantly if you want to do well in this game and yet still remain a functional human being.) |

This is most certainly not true. I won't make a comprehensive list here of which racial books are and are not available from NPC sell order in other empire regions and which are not but it is most certainly true that not all skillbooks are available from NPC sell orders at universities.
As far as other players filling in the gaps at market hubs while often true not 100% true and also not all regions have a major market hub. However generally speaking especially with earlier on skillbooks as in for small and medium ships one should have no issues finding the skillbooks in their starter system for sure and most if not all high sec regions. |

Maybe things have changed recently, but the Amarr ship skills are seeded at Gallente schools, along with every T1 ship skill I checked.

I got all my Amarr ship skill books from Gallente space. I didn't do a comprehensive check, but it looked from a quick check that all of the basic stuff is available from all the skills.

They are seeded there, the sell order lengths are over 90 days, they're NPC sellers.
