If you claim that the above features are 'tactical' in any way, well, that's only from your perspective. Other people might think that trying out invention, salvaging, exploration, new escrow system etc. on the test server might give unfair advantages.

You seem to miss the point, they will never seed new ships/items/regions on the test server because there ment for TQ! and it takes the fun out of them being "new" if there on the test server.
They have ISD testers that test these things on a private server before go live. As I stated in my last post, Join ISD and bug hunt if you wanna play with the new toys
actually you are wrong. When Exodus (code named shiva) went in for testing, we coudl test all the new ships, new equipment, new skills, everything. They even gave everyone all the skills needed to fly the new stuff, and to use the pos' (which was new at that time) So your info is off. You test new stuff all the time on the test server.

I have been lookin for 30 minuted now everywhere for the patch for Kali on Test server and i cant find, Can some1 tell me? Or what i need to do in order to Play Kali on Singularity? Please. Thanks

its not out until 13:00 tomorrow, no patch released as of yet.

The reason why the new ships and regions aren't released on SiSi is very simple:
It's not because it's supposed to be a stupid suprise, it's not because CCP feels the need to introduce buggy features into the game, it's just to keep the "OMGWFTBBQ new BS!!11!!LOLZ!" people from cramming the test server, trying out new setups and doing silly 1vs1's while at the same time efficiently blocking out the serious testers, thus making Kali even more delayed. Something we do not need I reckon. It's been stated a million times already, you can try out your fecking setups once Kali hits tranquillity, meanwhile, let other people find the bugs in the other features so the Kali can hit tranquillity anytime soon.
And cut the "IM A PAYING CUSTOMER!" crap already, be lucky that the test servers are public at all and let them be used for their intended purpose.

So your argument is basically that just because they'll be well tested, they shouldn't be tested???
As I told the other guy, from a software testing point of view, that is a hole-in-the-head way of doing it.
Everytime you test software, you make it as extensive a test as possible. If a lot of people want to test setups and 1-on-1's, GOOD! Remember that they'll at that time also test all the small improvements that CCP has made to combat (and they will have made changes here and there), which wouldn't be tested if there were no new combat features to try.
