nnnnnnnnnnnnnope. A new shard doesn't solve any problems and kills off the one thing that makes Eve stand out from the other MMO's.
I have the body of a supermodel. I just can't remember where I left it.

The beauty of eve is that it is one world. to split it up will ruin the balance,
but on the other hand some parts of the master database's will allways have limits. if these limits are reached you will get a second joined server system.
the only differences you will see is that in server 2 you wont be able to see some items, example your assets and escrow etc from server 1,
but apart from things like that everyone will be free to move between each server system.
also the regions wont be duplicated, it would be a new totally new map

and I would think about quitting. No need for another Eve universe. If population is such a big problem new regions/constellations can be added. WoW this aint.
So in war, the way is to avoid what is strong and to strike at what is weak.

Would it reduce lag? No. Ive played on countless multi-server MMOs and just the other day watched my brother in law playing WoW. In busy regions it had just as much lag as Eve. I remember R.O.S.E, and the rest, the lag was far worse than Jita on a bad day at peak.
So whats the point in having this again?
Would it be cool if i was a noob and thought Id go get a load of free research slots or not have to compete with the "old timers"? Erm, No.
So the older players wouldnt fancy moving there entire corp/alliance over aswell? Some of you presume this new server would be made just for you! More than likely lots of corps would move in there entirety, why not? It would probably be exactly the same universe as this one and if it was different whos to say older players wouldnt fancy a change?
Of course we could also make alts, 2 per account and shift them over too to grab these "free" slots and empty space. Dont you think it might get a little busy again in there pretty quickly?
As for the Chinese server crap, don't be silly. You know what the OP meant when he suggested possible extra servers. They would pop up at login so you can choose, not be in a seperare country and placed there for political reasons  plus an offer to transfer would always apply to all your gear and characters otherwise CCP would be biting there own nose off.
And no. Id quit too. Eve is the game I want to play because its on one universe where no matter who they are, pirate, freind, scum sucking ore thief! I can get to them, chat to them, sell them things or tease them with my sexy galentte charm
