So I'm just throwing an idea out there to see where people stand on it.
No doubt many of us have read the article about the Rorqual sabotage.
I'm basing what I'm about to propose off the following quote from the article:

After having played this game for nearly four years, that struck me as a little antithetical to what this game is about, or perhaps it is just me. It just seems to me that if losing a ship really only happens from gross negligence or extremely elaborate plots like the one highlighted above, it might be good to talk about alternatives (educate me if I'm completely misunderstanding how often Rorqs actually get downed).
So I'm tossing out the following idea, and I encourage you to amend it and flesh it out in whatever direction would make the game better:
Whenever a POS is put into reinforced mode, it jettisons all currently free floating ships that are within the bubble. Ships cannot enter the bubble while it is in reinforced mode. |

It's not just industrials, from what I gather from the state of the economy from fanfest last year (think it was that one), it looks more likely any capital outlives any highsec ship by leaps and bounds. With the new ship dirt system thingy going into game, expect to see moving parts to fall off and rust trails behind caps in the near future and forever. Your caps will probably outlive you, literally. |

Considering that Eve is a Sandbox game, can you claim that your assumption on what the game is about is the correct one?
It seems to me as if Rorquals are getting downed quite regularly (https://zkillboard.com/ship/28352/losses/) and the article just tried to make the achievement (he had to maintain his cover for many months which I think should count as an achievement itself) look bigger.

Rorquals are dying at a rate of 20-30 per month. I wouldn't call that a problem considering their role. Camp low sec jump routes systems without stations and you'll find one to kill in a lot less than 9 months.

Yeah, saw similar figures from the killboard linked above just now. I don't think they were that high, but still at a rate that is far more frequent than I was originally thinking.

Second question, we seem to always hear about cries of making combat links only work 'on grid' with a pvp fleet. I am sure you also support the selfsame change to mining links, and that mining command ships should also be 'on grid' with mining fleets to work?

I'll toss in my .02 isk. I do. I always felt the rorq should of been a capital mining ship, with a capital strip miner, and now as a way to mine current moon ore (from hence forth i'll call it T2 ore) from roid feilds (i think T2 ore should be active mined) and links should work on grid. Remove the compression function and give it like a refining, reacting, or some other type of industry function. The rorq should become a 'mining operations command and support ship' and should be deployed on the field.

True, few risk a Rorqual out in the open, but someone that I know from a previous alliance told me some corp (I think they're a part of Brave Newbies or some such) took 10 Rorquals and did a gate camp with them using sentry drones. Funniest damn thing I heard in a long time. |

You're missing the point, rationalizations for an imbalanced 'temporary' (yeah right) hack are meaningless to me, when at the same time warfare links could have been also made to also 'temporarily' work from outside a POS force field. p.s. Don't even think about forcing warfare-links on-grid, without selfsame making mining-links on-grid to work CCP.
p.p.s. Why is it that 'magically' all these code imbalances seem to keep landing on the benefit-the-carebears side of the equation? Its a mystery to be sure..all rationalizations aside....

Mining links work in a tower because they don't boost combat statistics the way Armor, Siege, Skirmish and Information Links do. When was the last time you ever heard of someone jumping a mining fleet and getting mined to death?

Mining links can be on grid only when we get viable command ships (IE putting mining foreman bonuses on existing T2 Command Ships) and a faction mindlink from ORE with Siege and Mining Foreman bonuses. That will make the command links consistent with the current iterations that have been given to all other command bonus types in all other respects as well.
Till then. The rorqual can stay in the POS. And you can continue to weep about having to have your neutral booster at risk of getting probed down. |

Hate to break it too you but warefare link ships get probed down and murdered all the time, *if* the player isn't on the ball and paying attention; you know, that whole risk vs active participation thing?
Problem is fricken carebears always want 100% safety with NO active participation in making it so.
Boosting Orca's and Rorqual's behind POS forcefields are an abomination to the risk v reward core of EvE online, and this must be addressed immediately. Mining links should no longer work from behind a forcefield, just like warfare links.

Do it naow. - Create a cruiser-class mining link command ship, with comparable sig and maneuverability to PVP command/T3 link ships. Have it's link effectiveness much less than an Orca or Rorqual's capital ship boosts though. - Ask carebears to then choose between capital and cruiser mining link ships, and provide any requisite military support to keep what they choose alive.

P.S. Most Orcas in highsec boost from the belt and haul for their gang. They are the best ship for the job in that space. Freighters are too slow and can't fit tractor beams.

Provided it has way reduced link power compared to the capital ships (Orca, Rorqual), its cargo is also cruiser sized, and its cost is comparable to a PVP command or T3 link ship. (i.e. not cheap)
Secondly, when a PVP crew does field a Titan or Dreads, they typically have to keep them protected with a subcap fleet. Why are we saying a PVE crew however fielding a mining capital ship shouldn't have to protect it with a subcap fleet? Again, if the cruiser-class mining link ship isn't 'enough' for the little bears, then they need to ante up and protect their capital mining ships just like everyone else...
Not get continued 100% safety behind a POS forcefield because of a lame 'spensive' argument'.

So in other words, if the link ship is probed down and murdered then it's the controlling player's fault, which means that it's possible to mitigate that risk. If a Rorqual's probed down and murdered, it was in space, where it's a sitting duck.

You even say that CCP should introduce a cruiser-sized booster for mining fleets as a fix for moving mining boosts out of POS shields. That will result in the immediate replacement of Rorquals with this smaller, cheaper, more survivable booster, of course, with Rorquals becoming hangar queens until CCP decides to do something with them. Which, if you've spent all the time training into a Rorqual and if you've laid out billions of ISK to acquire one, is a bit of a bitter pill, isn't it?
The fact is that all you will accomplish by forcing mining boosts into space, this hypothetical subcap booster aside, is effectively confining them to Orca boosts in high sec--because what the game really needs is more reasons for people to mine in high sec, right? Your mythical Rorqual defense fleet will never happen because mining defense fleets are terrible gameplay and so hardly anyone bothers. The nearest thing you'll ever see is a fleet of battle Skiffs with strip miners and a couple of alts in Scimitars, and even then only if the danger outweighs the loss in profit from not having the fleet and the alts in max-yield Hulks.
You are right that CCP can't push mining links out of POS shields until they offer a mining booster that more closely resembles existing combat boosters. But that's not enough either. They really need to figure out what to do with the Rorqual.

IMO, if it has a mechanical, measurable effect on ships, it should have to be on grid to do it. None of this Pos shield ****, for mining boosts or normal boosts. If you want to boost your fleet, be on grid.

Meh, just give Rorqs a unique ability to be immune to Interceptor/Frigate points, and to have it extend that bonus to any industrial/ORE ships on grid in fleet with it. Get rid of its drones, beef up its defensive stats and mining buffs, and remove the ability for mining links to run in a POS field.
The reason it's silly to put a Rorq in belt is because of bubble-immune inties and their super-duper warp speeds. You can go from clear intel to an inty-pointed Rorq faster that it can get off grid. Make it (and its associated industrial fleet) invulnerable to the roaming inty gangs and it's suddenly much less risky to put it in a belt. |

I fancy this as an issue generally with OGB separate from boosting from a POS shield. It's not the same issue mostly, but the OGB issue is far more sensitive and to address indie boosting from POS means the OGB issue adjacent to it.
From what I am hearing the legacy code around this is something like having a tumor with an artery running through it: you can't just cut it out. But that's not meaning it's impossible. I think it means, how much resources go into making a change that could potentially bring in another "summer of rage"?
Were it up to me nothing would apply if it were off grid. But then we would also have to confront "grid fu", meaning that even further modifications could be needed. If you end up with someone running some monster grid constantly and thus expanding the range, would grid fu, which is tolerated for the most part, have to be deemed an exploit?
Or just drop a range on these boosters and stick to that as if it were a logi?
Some days I'm glad I'm not a developer for CCP. I'd be afraid to touch this. (the other days I'm just drunk but that's off topic)

I've suggested that before, and was told that the number of calculations needed to do that would fry the servers. It was also mentioned that the technical limitations are the only reason that any boosts at all are still off grid, because they can't figure out how to do it without causing huge lag.
The discussion is over, basically. Boosts will be on grid, as soon as they figure out a way to do it.

If you make rorquals on grid boosters and put them at HUGE risk because its basically a sitting duck miners will stop using them.... which means less ore gets mined.... which means the price of ore will rise which means the cost of building everything in game will rise which means your 10m cruiser suddenly costs 30-40m due to the Huge reduction of minerals being mined.
i dont think people understand that if the rorqual boost was removed prices would probably double....if not go higher for basically anything built by players i guess more than 50% of the ore mined is in null sec if not a greater number....
by taking away the bonus's of a rorqual by making it not worth the risk will also increase the price of ores due to the 10-20% lower mining speed/ yield of using the orca.
which in turn would mean miners would move back to high sec.... meaning less people for all the PvPers to get kills from because hey if you cant shoot anything that fights back then go shoot miners.... so all the people who want the rorqual moved to on grid only will probley be worse off also due to the miners not mining anymore... they might actually have to go and (attempt) to shoot somone who will fight back. |
