Okay, lets look at T1 vs faction vs. T2:
Ship bonuses:
T1 = 2 Empire Faction = 2 Pirate Faction = 3 (combined avg of +25%) T2 = 4 (+100%)
Slots: T1 = +0 Faction = +1 (+10%*) T2 = +1 to +3 (avg +20%*)
* Hard to quantify but I value one slot at 10%, seeing how like an additional damage mod increases damage by 20ish%, and damage is usually half a ships power.
Resistances:
T1 = +0 Faction = +0 T2 = +75%/+50%7+0%/+0% (avg. of +31.25%)
Hitpoints:
T1 = +0 Faction = ~ +50% T2 = ~ +35%
Calibration points: T1 = 200 (+0) Faction = 150 (-25%) T2 = 300 (+50%)
Now lets do the unspeakable and just sum these numbers up without any weighting:
T1 = +0% Faction = +60% T2 = +236.25%
Yeah, faction ships are really sooooo close to T2 ones... 
Now giving faction ships 250 calibration points would result in:
T1 = +0% Faction = +110% T2 = +236.25%
That seems a lot more reasonable to me. Keeps them right in the middle instead of nerfing them towards T1. --------- ZOMG my sig was concordokkened! Link removed due to bad language on remote site. -wystler

Well boosted or not we really need rigs with 50 calibration points (dont remember to see them ), with rigs requiring 100/75 points is impossible to fit to fullfill the 200 points in tec1 ships in 3 slots

If you now say "no they are not better at all, they just fit some rigs fixed", then faction ships ARE INDEED equal in principle to normal T1 ships.
Well faction ships are the same size as t1 ships, so all that spiffy new stuff has to go somewhere. Navies are just more efficient at squeezing junk into their ships, now us pod pilots are catching up with rigs even though we still havent quite reached their level.

Still it's rather odd how many ships have more rig slots than they can possibly fit rigs to. Are there any plans to tweak calibration costs or introduce 50 point rigs?

In the past the devs have made it quite clear that faction ships are improved T1 ships and not designed to outperform T2 ships.
