In CCP's post about the upcoming changes, a significant piece of information is laid out by CCP Fozzie.
"To ensure that anyone starting a Sovereignty capture event will also be able to complete the process, characters must be in a valid capsuleer Alliance in order to activate an Entosis link directly onto a TCU, IHub or Station. This restriction does not apply to Station Services."
Obviously this means that unaffiliated corporations will not be able to directly impact sov. We regret that unaffiliated corporations are thus cast out of the sov game, even if we understand the mechanical reasons behind this requirement.
One of our goal in New Eden was to establish an active group of independent and clandestine corporations to bring fight to Null Sec so as to make freeports out of NullSec stations, in the spirit of our minarchist revolution and our war on taxes. Unfortunately, this will not be possible under Fozzie sov, unless we leave clandestinity and become targets for the established imperial powers, a step that the Chao3 Revolutionary Council has decided to not take at that time. The CRC encourages all its freedom fighters to fights on the side that will flip or maintain any Null Sec station as a freeport.

You can still entasis link station services, which is a pretty good and easy way to troll. You can also gate camp, do roams, etc. that's quite a lot of impact on null space sov holders.
Want to be taken seriously? Then create an alliance and try to take null space that belongs to someone.
It's only normal.
Been around since the beginning.

I find it very odd a corporation that wants to hold SOV knows nothing about either the current or new SOV system.
But here's the trick you need: You form an alliance with your single corp as a executor corp. As long as you do not accept other corps, it just your one corp holding sov, using the alliance shell as a sabot.

If your goal does not include completing the capture process, why should you be required to be in an alliance?
That said, OP, you can still make a dummy alliance, and move pilots in and out as needed.

Yes, we already have an alliance, and our plan until this announcement was to participate into flipping stations to Freeports.
If we can add pilots indeed to our alliance, this removes the clandestine part of our operation for our freedom fighters.
We understand why an alliance is needed to take sov, but did not know it would be a requirement for flipping a station to Freeport.

I get non alliances not being able to complete the capture event, but not being able to start it, thus flipping the station to freeport mode, seems less clear. if you aren't willing to defend your space it should be vulnerable, and seems like an arbitrary restriction.

late night US TZ it does get pretty dead, although looking at eve-offline.net it looks like 15k is about the lowest it goes (at least on the 3m graph). From what I can see if it goes below that it is because of downtime.

Kaarous's comment was just in line with that. If a Corp wants to start capture events, then join an Alliance. If you're in an Alliance, then troll all you like. We can't really expect the game to know your intent, only whether the mechanics even apply to you or not.

There are larger and stronger corporations than some alliances are. They wanna know why is the alliance a requirement.
And the answer to it is the reduced "sov trolling" that the alliance requirement brings. If you are strong enough to take and hold a sov, you should be able to create a simple alliance for your corp.

Being in an alliance does not equal the intent to do anything. I suppose the idea is that if you want a freeport, then you must be able to capture the territory, hold it, then declare that it's a freeport (providing proper rights to everyone) and anyone who messes up with this status and your enforcement of it will be shot.
That said, arbitrary restriction that says you must wear your alliance tabard is all kinds of arbitrary and easily sidestepped with no gameplay involved, so I'm not sure what does it achieves. |

The choice for a developer here is "make magic rule" or "engineer or refactor the current solution". The former is easier (and a lot cheaper to do) than the latter. But you're right, magic rules make for terrible gameplay.
With respect to the OP, unaffiliated corps still have a role helping the alliance hold the field, which you still need to do to capture a system.

Kaarous's comment was just in line with that. If a Corp wants to start capture events, then join an Alliance. If you're in an Alliance, then troll all you like. We can't really expect the game to know your intent, only whether the mechanics even apply to you or not. Their idea is that why can't a strong corp initiate the capture if they can do it. There are larger and stronger corporations than some alliances are. They wanna know why is the alliance a requirement. And the answer to it is the reduced "sov trolling" that the alliance requirement brings. If you are strong enough to take and hold a sov, you should be able to create a simple alliance for your corp. The term Alliance indicates two separate entities forming together. Requiring a corporation (one entity) to create an alliance is stupid.
Based on numbers would make more sense. An alliance of 1 person gaming the system entosising makes less sense than a corp or 500 doing the same.

Being in an alliance does not equal the intent to do anything. Absolutely. In our case, the Chao3's leadership is simply providing a vision and goals in game, and those that like the spirit of it participate without ever joining the alliance. The alliance is more like a figurehead in that case, and the leadership still has to play the game to earn their own isk, and not rely on members taxes or top-down incomes gained from the game time of their lemmings or renters.
Initially, when I brought my idea about the entosis for all to Chao3, I was proposing accepting any unaffiliated corp that wanted to start sov captures into the alliance. They reviewed the details and consequences of my idea with the current game mechanics, and decided for creating a corp instead and accepting individual pilots freely as the corp executor vote for the alliance could easily be used to do a hostile take-over.

Simply have one of your pilot apply to my corp, and he/she will be able to start a capture on station, iHUB or TCU, no questions or requirements asked... ... or you can train the right skills and spend 1 billion ISK to start your own alliance.
