First, is it true you can't remove a rig without repackaging the ship? Second, WTF?
I understand they're similar to implants. Unplug it and it goes poof. That's fine. Why do I have to repackage (and lose insurance!!) to remove a T1 and replace it with a T2 rig?

yea I think this is silly aswell, or what if you have 3 rigs on and only want to remove one and you have to destroy the rest of them aswell --

I second this comment. -----------------------------------------------

it doesn't make any sense in either way. Removing a rig and thereby destroying it should be punishment enough for changing rig setup, having to destroy all the other rigs aswell is just plain silly --

I have to agree. When you need to swap an implant, you don't have to destroy all of them to do it. Not to mention repaying insurance. Having to destroy any rig you swap is a pretty big penalty, no need to make it even greater.

rigs are specific to a role for that ship, by replacing the rig you could be replacing damage for armor, which changes the ships role, and it would make sense for you to have to repackage it.
If you want to replace T1 with T2, then either don't fit the T1 in before you can use it, wait for the ship insurance to end or get another ship. ______________
