I would have agree'd with the OP except the opportunity cost involved in salvaging puts the rigs that'll result from the people building them up to silly prices. And yes, the prices we'll see will be based solely on demand and supply (which is a good thing imho). Hopefully it'll give the newb's in empire something to make isk off .
When you compare them against equivalent "standard" t1 modules the t1 rigs look reasonably similar and you can never take them back again once installed into a ship. They have other positives but generally speaking its hard to justify the cost of them given the comparison to t1 modules.
Thats not to say I disagree with the OP, just that I dont think now is the time to make that kind of a judgment call. In fact I think waiting a couple of months to see how the market looks and how they react as been the best move (altho, thats a tough call too given that it might actually harm some people who've done alot of work on making them to that point). But, CCP have changed this in the upcoming patch and I think thats probably going to be a good thing.

componants to build rigs should be about 50 to 100 components
dedicated salvagers: ie people with salvaging 4 and 5 should be able to collect about 50 componants every day or so if you rat
so somebody should be able to make commen rigs every day whilst to make a complex rig takes 2 days
tech 2 rigs on the otherhand should requre extreamly rare compoants, not just salvage but things like data chips and the like.
tech 1 rigs should litrally be a pod pilot bolting onto your ship some extra thrusters or some plates. or drilling holes into your armour to make the ship lighter. even adding a few more shild boosting arrays at the expence of huge sig increase.
T1 rigs should litrally be junk you slap on when you feel you wan a bit of extra power or armour or speed or whatever..
T2 rigs other the otherhand hould be really special and rare stuff.
im thinking faction rareness and price..
T2 rigs should be perfectly crafted componants. rare valuable and powerfull.
armour rigs will be a perfect set of armour plates or pumps. speed rigs should be engines that have been perfecly calibrated to work with the original engines.
a fully T1 rigged cruiser should cost about 10 mill a fully T2 rigged cruiser should cost about 100 mill
just my thoughts
T1 rigs should be commen as low end inplants T2 rigs should be as rare as high end inplants
