Well, I never thought I'd see myself defending ISS in a forum post but here goes...
Veto, and myself personally have never been on the best of terms with ISS, we've never liked them and never really felt the urge to help them out. In fact, we've gone out of our way to kill or attempt to kill their members on many occasions.
Recently Count came to me with an offer for a contract, and being mercs our corporation took it up. ISK alone dictates where we point our guns, no morals other than close personal friends we will refuse to engage unless it's self defense (FZN this means you ).
Even while contracted and on their payroll, I still disagree completely with the ISS "Neutrality" claim, and would like to see ISS simply make it perfectly clear without any doubt that they won't allow anyone to put their assets, and the assets of their shareholders at risk.
No one can be neutral in Eve when they put so much at risk deploying outposts in 0.0 space.
That said, the OP is totally wrong.
You talk of internal strife in ISS, I've been logged into teamspeak and Ventrilo with them taking part in ops and doing my part, I've never seen an alliance in such high spirits and working together so well as a team even with outsiders involved.
Everyone knows the goal, how to get there and the teamwork and effort that has gone into what I've seen so far has been awesome. ISS leadership has been well organised co-ordinating the several entities that are fighting in catch on their side, and to be honest if you think the resources of an alliance as wealthy and well organised as ISS appear to be from a temporary ally's point of view are even remotely stretched dropping a few towers here and there, then you couldn't be more wrong.
I've always thought of ISS as one of the underdogs in terms of offensive capability, meaning a small amount of dedicated pvp time with an immense industrial backbone, but after seeing what they're capable of putting together and with what speed, it's changed my opinion massively.
I'm still not huge fan of the stance of ISS, even while contracted. My corp are simply doing a job, nothing more but I can tell you, Stretched? Internal Strife?, these two things the Interstellar Starbase Syndicate are definatley not feeling.
Warming up would be a more appropriate statement.
