Just because something is being used in a different way than the devs thought of when they designed it doesn't mean it's wrong, let alone a reason to remove a long standing game mechanic in and of itself. In fact, I would say looking at what they have done in revalations your arguement is even weaker.

What people don't realize is that local is the same thing as instas. People complained about them, but very few actually knew what they were talking about.
Local can't be removed. Period. -

How about remove local and extend the scanner range to the whole system
then people would have fun spaming the scan button.

Local as an intel tool is handy and I use it myself.
That being said... Removing names and numbers from local would-
Free up more 0.0 space. You won't see 400 man alliances claiming 3 regions, because they have to pack themselves tighter to actually defend their space.
Allow for guerrilla warfare. You'd actually be able to sneak small gangs into hostile territory, and have a chance at attacking them with suprise, an element sorely lacking in EVE.
Result in more fighting and less "dock and wait". As it is currently, I can enter a hostile station system in a t1 frig, and instantly 20 people dock. That's not fun for me, and it sure isn't fun for the 20 people docked and waiting for the hostile to leave.
Allow for and require far more tactical movement in fleet battles. It would actually make use of the new gang system for squads and what not, splitting groups up, instead of moving as a massive blob. Currently you can move as a blob, because there's no suprise anyway. With local gone, if you can get through a gate and away from it before somebody passes by, you've gotten into the system undetected. If you do that in waves of squads your chances go up. You can then camp various points in the system, and have roaming teams ferret people out of the belts into the suprise camps at gates/stations.
Require more teamwork for non-pvp oriented tasks in potentially hostile areas. Ratters would need to think about being PvP capable, miners would want escorts, patrol teams would actually serve a valuable role.

It won't happen for various reasons stated above until -
- System scanning becomes more effective and more common place. The Kali revamp to scanning was a step in this direction.
- Functions are added to the system map for better coordination
- Possible constellation sovereignty additions, allowing scanners to be installed at gates to notify when somebody enters a system. Some sort of advanced detection system for heavily occupied space.
The devs have said they don't like local acting as an intel tool, but won't change it until alternate tools are available to serve a similar role. That doesn't mean that there will be some other random window that just tells you who's in the system, it just means the other tools we have need to be improved/expanded to compensate. It's a work in progress, but one that I believe if/when they are ready to implement it, will do wonders for EVE.

I'm in agreement with the idea of stopping players from showing in local unless they say something. But this would require a small bone to be thrown for people who rely on local to stay alive.
The directional scanner should show more information about the character associated with the vessel, including name, corp and standings. There should be a new drone or probe that can be launched that acts as an early warning beacon. These beacons would be configurable like a directional scanner, but with vastly shorter range, say... 2000km. Also, you have to be in the same system for it to work, and any probe left unattended will self destruct. The probes are also destroyable, but follow the same concord flagging rules as cans.
This would allow miners to see anybody entering a system, and run to ground if they need to.
I'm happy for them to make Local ineffective as an intel tool, but they need to make scanning a lot better as well.

How about we stop having so many complaints about local and instead give a skill that allows you to qeury a gate for a 200km scan of the gate that it links to, so you can tell if there is a camp there. This would push pvp away from gates while not nerfing gate camps into the ground. You could still camp gates, but the idea would be to catch people approaching the gate with dictor bubbles or bump techniques/max DPS instead of the old slamming someone as soon as they enter the system. It would work against AFKers too, as pirates could query the gate and get advance notice of an approaching ship on autopilot & such.

That's because single enemy in local causes people make natural presumption it's a scout for dozen+ strong gank fleet hanging on the other side of system jumpgate. Which is a result of lack of tactical information (no good way to tell if this is or isn't the case without going to that system with supposedly camped entrance point ... or waiting quite a while for the map to update)
People turtle up when facing the unknown. Now figure out the easy to see outcome of providing them with even less tactical info than they get nowadays, when the local is killed.
simple example: how many do you think will even undock when they have no way to tell if there isn't ganker or five hanging right in the outdock area and waiting for them, completely invisible because well, they don't show in local and stations have no windows, apparently? :s
