One of the ongoing whines is that local is used for intel, blah, blah.
So how about making local exactly what it says on the tin.....Local. Make the area of coverage smaller. Within 10,000 km of a station, belt, gate, or wherever you happen to be.
If someone warps in, they appear on your local. If they warp out, they leave your local.
Add a system channel which only lists pilots who have spoken in that channel, but still shows the number of pilots in the system (so you know you aren't talking to yourself).
Problems?

Yes one tiny problem... using local for intel is required, and was just made a helluvalot easier... so dont really see the point.
Having enemies show up when they're warping into me isn't exactly timely enough to make the decision to not engage etc. etc.

i don't like it.
Im a pirate and local is valuable, but beyond that its a social thing. Meet and greet, trade stories, just part of the game experinence.
Region chat would be great :)

The largest problem would be the significant load on the servers to calculate the distance between ships and the stations. Can you imagine what the lag in Jita would be like?

With no local pirates would have a hell of a lot harder time to find their preys, for larger fleets you would need half the fleet in covert ops, don't think it's gona happen.

Definitely the overview (for grid) ; scanner covers everything in range of your position that isn't on it. You can see characters on local , you can see ships on the scanner , and you can see characters and their ships on the overview.

There's an easier solution, and it doesn't take loads of processing, server and coding time. Set the EVE channel to only show people when they talk and let people use the overview for intel like it's supposed to be.
The mechanics for only showing people when they talk are already there. It would take about 3 seconds to switch it. And CCP themselves have said that local was never supposed to be used as an intel tool. You'd keep the social aspect (since you're still free to chat if you like) and it'd reduce smack too (because people would be less inclined to open their big gobs if they thought it'd give themselves away).
I really don't see why CCP don't do this when they've said that they should themselves. Add standings to local and you've just killed any attempt at sneaking and cat and mouse games that you could've possibly had, not to mention made the cov-ops ships basically redundant. ___

It's not such a big deal in 0.0. Any target is a war target.
As for targets in empire - if it stops you from finding them, GOOD. Empire does not a good warzone make. It might stop the wannabe-PvPers from wussing out and only wardeccing targets in empire. ___

Not saying your idea is bad... I wouldn't mind local that way, but there are alot of corps and alliances who do have war targets in empire, and small corps/alliances with only 4-5 people online can pass through systems that can contain war targets, but they would never know it. Covert ops would play a major role in finding them of course, but without the man power they need searching each and every system for a war target would be brutal.

Empire wars ATM are just - get in a big blob with no real planning involved, roam around and use the ever-present, always-correct local to find targets and gank/camp them.
Without local it'd make empire wars a little more cut-throat. You could never lower your guard. No more 'roaming' and just hoping you find a target at random. You'd have to use locator agents to find where your targets have mission agents/manufacturing locations/BPO strongholds/etc, then stake them out and take them down while trying to remain hidden and secret 'n stuff. Ie - fun!
Instead of now which is just 'let's go get in a blob and warp around until we find a target in local, then rely on luck/alt spies to warp in on the target before he notices us in local and docks/logs'. Ie - not so much fun. Unless you just like watching ships go bang with no thought put in. ___

hopefully this shows nonsense of your response better. In other words, you completely dodged the issue raised, which is how you know there is any target in system to begin with. (be it 'war target' or otherwise)
Try to be more precise than just vague "adapt" which is really shortcut for "i have no bloody clue but i'll try to sound tough and cool and hope no one notices".
Oh, and if you consider "locator agents" valid PvP mechanics... right, it makes such a sense to require grinding PvE content to raise standing with PvE faction so you can use their help for viable PvP that doesn't involve said PvE factions in the slightest.

With the way it is now you will know there is a war target in system, but it doesnt tell you where. You still need to work for that.

Local should be left just the way it is IMO. I really wish people would stop tossing around that dev quote about the channel too. Devs also said we'd have system wide belts around a year ago but we all know how that panned out.

Seriously guys, look out of the cage for a sec, the game is dull enough as it is.... removing the faces from local in faction empire space would make it 10 times worse for most people.

It highlights objects kinda randomly. It allows to target stuff behind it. It lags most when you'd need it most. It stops working and you don't have any indicator it doesn'twork unless you'd need the uptodate info. --*=*=*--

Do you really believe this? It means a Pirate has to jump in, warp a few times and scan 3-4 times to find a target.
While the 'prey' has to hit the 'Scan' button every 2-3 seconds or die because he didn't know a hostile was in system.
And how are alliances supposed to secure their space? They'd need an awake Covert-Ops ship on every gate in every system they claim 24/7, or soon enough they'd have hostiles killing their NPCers, Miners, and people who are travelling with absolutely no way to find them, or even know if they are there anymore.

Is there any other argument for removing local besides a dev said it's use for intel wasn't intended? Useing the bookmark system to make warpable points between stargates wasn't intended either, but a solution to the db problem those bms caused, included a mechanic even simpler than gtg instas.
Just because something is being used in a different way than the devs thought of when they designed it doesn't mean it's wrong, let alone a reason to remove a long standing game mechanic in and of itself. In fact, I would say looking at what they have done in revalations your arguement is even weaker.
