Love this idea and exactly the same theme I thought of for the NPE. Instead of rewarding skill books or getting free skills with a new character creation, I suggested that CCP give skillbooks that reward instant skills for the tutorial mission you just got. So say you did the PVP mission and the agent says, you need to learn how to do warp scramble someone....here's the book and a warp scramblers for your ship. You train it and level 1 is instant so you can fit the mod.
This way it mirrors the idea that players want quick "quest" rewards to use immediately but still allows the skill que to function as it does. Your idea would take it to the next level and allow them more flexibility for a "questing" type system but also immerse them in the game. After they finish the tutorial missions and the opportunity tree, they are hooked...and they will be ready for the skill que just like the rest of us. It also prevents against quick ganker rolls since you have to do something to get the skills.

Exactly how we achieve this is a problem that has been with us for a long time. Just giving them 5 m skillpoints doesn't help form attachments.
Now, a way for ANYONE to gain an extra dose of skills does diffuse the objections where older players get shafted for doing it the hard way.
An alternative is a skill point allocation, for every month of play, for every player.
Noobs see a real increase in progression, and get locked in, and bitter vets get a little closer to that supercap they have always wanted, and gank alts? Well, we will always have gank alts. But you have stronger noobs to gank too, and to survive them. The new Logistics frigates will help ensure that.
So a suggestion of 500k-1m sp a months -ADDITIONAL unallocated, each month you subscribe,- skill allocation for all subscriptions ( Note, absolutely not given for plex redemptions!) would not be unreasonable. This prevents rich players from gaming the system whilst rewarding subscribers, and THAT is where the real, long term money is! Even better, the player on his next months subscription, gets the feeling of reward for having done so, and enough excitement in being able to fly new things or fits, lets him feel involved until the next month arrives!
Then any method of swapping/selling of skill points, sits on top of a strong base, and will not end up horribly distorting the game.
Any better? I see where you are going but to me this creates another system that then becomes the norm. Players just expect it and then it doesn't really change much in the long term. You are spot on with getting players attached though.
