Sounds to me like that's an actual error message generated because CCP hasn't finished that complex. Seems like it wants to turn into an expedition but the additional stages aren't complete yet.
That's the only thing we get in the new regions, those broken drone complexes. None of them have escalated yet they just spam that error message and that's it. Oh well... maybe in Revelations 1.5...
At least the ones in Angel space are working properly

If it were just me that didn't get an escalation I'd agree with you, but as far as I know nobody has had it escalate. We live in the new regions, we see these complexes all the time, and many in our alliance do these complexes all the time. Sometimes those error messages come up, other times they don't, but not once has it escalated. Which leads me to conclude that those error messages should be part of the escalation, but that the escalation itself is not finished / broken.
/edit Or that these complexes never disappear, which means once the escalation has been triggered the complex is forever dead. They may well have escalated in the first few days of exploration (though I did several Heirarchy and Radiance in the first week of exploration and didn't have them escalate), but now they don't. Either way, they're broken.

Just did all that stuff. Killed about 8 drone BS in the last spawn, plus a load of smaller ones. Got the empty hive message 8 times, but nothing else.
Also noticed there are some drones with exactly the same names but different stats. Mainly the guard drones and infestious swarm ones.
This is in one of the new regions.

Just thought I'd mention, the one I finished 2 days ago didn't escalate but it did disappear at downtime.
